Job Description
The Hardware Engineering Lead (HWL) holds responsibility for coordinating the efforts of the hardware Engineering discipline on a given project. The HWL partners with the PEM to create, tailor, and update an executable Hardware Development Plan (HDP) at the start of the project and during transitions to new project phases. HWLs are responsible for all Hardware Engineering project content and for ensuring the technical, cost, and schedule baselines are achievable throughout the project execution. HWLs engage and interface with the other Engineering disciplines and functions as necessary (Systems, ITE, SW, PEM Operations, Quality, Project Management) to ensure hardware is designed, developed, tested and delivered in accordance with given project requirements.
- Develops HW staffing plans. Coordinates with PEM and BA Section Lead to request and implement staffing requirements.
- Defines team tasking and allocates resources accordingly.
- Provides guidance and mentorship for project team members to ensure execution needs are met.
- Provides performance feedback of project team members to the Section Leads.
- Originates, tailors, coordinates, reviews, seeks approval for, and updates the Hardware Development Plan (HDP). Collaborates with the project CM/DM to establish the Configuration Data Management Plan (CDMP). Note: The PEM has approval authority of these plans.
- Collects, analyzes and reports the Hardware Engineering metrics associated with the project per the HDP. Develops corrective actions and conducts root cause analysis as required to ensure successful execution of the HW activities.
- Knows the Hardware Engineering process and ensures the Hardware Engineering team implements it throughout the project. Communicates improvements to the process to the HW Process Lead.
- Document postmortems (including lessons learned); reports to Section Leads and PEMs.
- Engages in the KnowableTM Community to share knowledge.
- Accountable for supporting the development of the hardware architectural, performance and implementation modeling processes and plans, as well as ensuring that the defined processes and plans are followed when the Projects employs Model-Based Engineering (MBE).
- Ensures alignment between Systems and Hardware MBE Models.
- Interfaces with the projects Modeling Team Lead in the generation of project specific MBE work products.
- At the start of each project phase, reviews relevant lessons learned that may benefit activities performed during that phase.
- Provides Control Account Management (CAM) for the Hardware Engineering discipline on the project (in cases where the responsibility for the HW elements of the project WBS are not otherwise agreed upon and assigned by the BADL and PLEL/PEM.
- Using the Standard WBS, establishes the discipline elements of the Project WBS. Allocate budget to engineers with descriptive work package definitions and statuses the project schedule.
- Develops the HW portion of the project Integrated Master Schedule (IMS) coordinating with the PEM and Master Planner to integrate it with other project functions and disciplines.
- Identifies and executes to an appropriate Hardware Engineering staffing plan for the project.
- Identifies HW technical risks and opportunities to the Chief Engineer (CE) and supports the management of risks and opportunities – executes mitigation strategies, updates risk register and reports on realized risks.
- Collaborates with the Systems Lead to ensure appropriate allocation of requirements to HW subsystems/Configuration Items (CIs).
- Actively manages scope – understands what is and is not within the budget and does not take on additional scope without assessing the cost and schedule impact and securing an agreement on an acceptable path forward with the PEM and Project Manager (PM).
- Execute to the approved hardware development plan (HDP). Supervises the technical work of assigned engineers. Holds engineers accountable for their work.
- Ensure Hardware Engineering deliverables are made in accordance with the Statement of Work (SOW).
- The Hardware Lead is accountable for the Physical Configuration Audit (PCA). (CDM within HWE owns and administers the PCA.)
- Supports the customer through the PEM and PM as requested.
