Change Management Program Manager
The Division
VTA’s General Manager/CEO reports directly to VTA’s Board of Directors. The Office of the General Manager/CEO is responsible for overall administration of VTA, oversees VTA’s construction, planning, financial, and capital program efforts and strategies. The Office of the General Manager/CEO is VTA’s Purchasing Agent, executes and implements Real Estate transactions, as authorized by VTA’s Board of Directors, as well as executes grant agreements in accordance with VTA’s Administrative Code or as authorized by VTA’s Board of Directors.
The Office of the General Manager/Chief Executive Officer is responsible for executive oversight of the Office of the Board Secretary, which provides VTA Board and Committee support including preparation of meeting agendas and minutes, distributing and responding to Board correspondence, developing and maintaining relationships with Board and committee members and VTA constituencies, and providing support services to the Board of Directors.
Definition
Under direction, the Change Management Program Manager plans, directs, manages, and administers VTA’s Office of Change Management (OCM) programs, with a primary focus on leading and supporting agency-wide business and operational transformations.
Distinguishing Characteristics
Change Management Program Manager is a single position classification that provides leadership, expertise, and dedicated resources to facilitate and support agency-wide change initiatives. This position works with a high degree of independence and is expected to carry out the necessary day-to-day activities without significant direction, except in new or unusual circumstances. The incumbent serves as a subject matter expert on change management principles and methodologies, providing guidance and support to departments and teams undergoing technology, process, and structural transformations. This role is critical in ensuring the successful implementation of organizational changes, fostering a positive work environment, and mitigating potential disruptions associated with transitions.
Ideal CandidateThe ideal candidate for the Change Management Program Manager role is a proven leader, with documented experience managing enterprise-wide business process and operational transformations. This person has curiosity, drive, and is confident working with diverse groups of employees and other stakeholders at VTA. Attention to detail is very important in this role, especially when managing internal relationships, key performance indicators, and project documents for external audiences.
A knowledge of change management strategies and methodologies is preferred, plus demonstrated professional experience with change management and organizational change programs. Strong candidates will have strong presentation and interpersonal skills, as well as experience facilitating meetings and creating collaborative meeting environments.

Position Duties
Typical Tasks
- Leads and facilitates large-scale change initiatives across the agency;
- Develops and implements comprehensive change management strategies for major organizational initiatives, including enterprise technology implementations, process re-engineering, and organizational restructuring;
- Plans, assigns, directs, manages, and reviews the work of assigned clerical and professional level analytical staff;
- Selects, supervises, trains, motivates, evaluates, and disciplines staff;
- Manages, administers, monitors, and evaluates OCM programs and the CIT;
- Leads and facilitates agency-wide change initiatives;
- Develops and implements change management strategies for major organizational initiatives, including culture and climate programs, technology implementations, and process improvements;
- Provides expert guidance and support, offers change management expertise to departments and teams, including training, coaching, and consultation on best practices;
- Develops and executes communication plans, creates and implements communication strategies to ensure employees are informed and engaged throughout the change process;
- Conducts impact assessments and risk mitigation, analyzes the potential impacts of change initiatives, and develops mitigation strategies to minimize disruption;
- Measures and evaluates change effectiveness, tracks progress, gathers feedback, and analyzes data to assess the effectiveness of change initiatives and identify areas for improvement;
- Fosters a culture of continuous improvement, promotes a learning environment and encourages feedback to refine change management processes and enhance organizational resilience;
- Collaborates with labor partners, engages with union representatives to ensure their involvement and support for change initiatives;
- Manages and coordinates resources, oversees the allocation of resources including staff and budget, to support change management activities;
- Prepares reports and presentations, develops and delivers presentations and reports to communicate progress and recommendations to leadership and stakeholders;
- Stays abreast of industry best practices and continuously researches and incorporates the latest change management methodologies and tools to enhance organizational effectiveness;
- May serve as a member of the management team in meetings/negotiations with collective bargaining groups;
- Ensures compliance with VTA policies and procedures regarding equal employment opportunity, discrimination, and harassment prevention;
- Performs complex budget preparation and/or review;
- Performs related duties as required.
Minimum Qualifications
Employment Standards
Training, education, and experience that demonstrate possession of the required knowledge, skills, and abilities.
Development of the required knowledge, skills, and abilities is typically obtained through a combination of training, education, and experience equivalent to graduation from an accredited college or university with a four-year degree in business administration, public administration, organizational development, or a related field; and four years of progressively responsible experience in change management, organizational development, or a related discipline, with at least two years leading and managing organizational change initiatives.
Experience in a public sector environment is highly desirable.

Final candidates must successfully complete a Livescan background check, reference checks, verification of education or certifications, and a criminal history review before appointment.
For sensitive positions, VTA requires all safety-sensitive positions to have a 6-month DOT physical clearance. Obtained at the time of preboarding from a VTA-contracted Concentra Location.
Eligibility List
The established Eligible List from this recruitment will be used to fill the current vacancies and additional vacancies that may occur. Eligible Lists typically remain in effect for six (6) months.
