Job Description
CLASS TITLE: ACCOUNTANT
Characteristics of the Class:
Under general administrative direction of the Superintendent, assumes charge of all phases of the District’s financial records and books of account; maintains a number of State and County required statistical and financial records electronically; assists and advises in the formulation, revision, and installation of financial accounting and record keeping procedures; and performs other related duties as required or directed.
Requires responsibility for: interpreting and explaining existing accounting, auditing, and fiscal policies and procedures; assisting in the development and installation of new methods and procedures; making regular contacts with other school district officials and with County and State school finance administrators on fiscal and accounting matters; checking, preparing, and reviewing detailed and complex financial statements and accounting reports.
Examples of Duties:
1. Performs financial accounting and record keeping duties in accordance with the State Education Code provisions.
2. Opens any necessary accounts; verifies, balances, and adjusts accounts; maintains ledger systems; assists in assembling, posting, and tabulating financial data; prepares warrants, prepares warrants and warrant registers for submission to School Claims office and Board meetings; makes charges to respective funds; coordinates with purchasing department with respect to purchase orders.
3. Verifies that claims are properly charged and approved; checks claims and receipts for accuracy; processes checks; prepares Revolving Cash Fund Reconciliation for Board meetings and warrant for reimbursement of Revolving Cash Fund from General Fund. Performs budgeting control accounting; reconciles accounts with ledgers received from County School Claims; forecasts expenditure items for the line-by-line budget; keeps informed of cash in County Treasury and condition of budget categories.
4. Prepares abatement and receipt listing for all income received for deposit in County Treasury; keeps necessary records. Prepares Accounts Receivable and Accounts Payable with intent to estimate year-end balance; assists with annual audit of District accounts. Prepares necessary financial statement for State and local agencies. Prepares monthly required forms and data for Federal and State cafeteria reimbursements; provides auditor with cafeteria costs and revenue for fiscal year.
Desired Qualifications:
a. Special courses in school finance and governmental accounting.
b. Knowledge of governmental accounting; local rules and regulations, county requirements; State and Federal laws pertaining to fiscal and accounting functions.
c. Ability to use necessary electronic spreadsheets and data entry programs.
d. Four years of progressively more important and difficult accounting and auditing experience, including some supervisory responsibility, or an equivalent combination of training and experience.
Required Qualifications:
a. Training and Experience: Completion of two years college or university, with major course work in accounting.
b. Knowledge, Abilities, and Skills: Knowledge of modern accounting principles and practices.
Ability and skill to: analyze complex accounting and financial data; draw logical and sound conclusions regarding them; independently carry out difficult accounting and auditing work; and develop, install, and maintain new and revised accounting systems and procedures.
Skill in the application of accounting principles and techniques to practical accounting, auditing and fiscal problem, and financial reporting.
