About the Department

The purpose of the class is to oversee land development and site-related construction activities throughout the City, from site engineering through the end of development approvals while managing the project(s) completion through the release of a certificate of completion and bond release.  The class will review submittals, plans and as-builts for compliance with local codes, City standards and specifications, confirming compliance with other agency requirements, and inspecting work in place onsite.  The class reports progress of major activities through periodic conferences and meetings.  The class works within broad policy and organizational guidelines; independently plans and implements projects. 

Position Duties

  • Provides technical expertise, guidance, and support to site developers and external parties regarding stormwater management principles, policy and design, and engineering construction standards and criteria.
  • Researches and maintains currency in all applicable rules, regulations and construction technical standards; advises applicants and staff on requirements.
  • Examines plans and specifications; advises citizens, applicants and staff on needed changes or corrections to meet codes.
  • Conducts on-site inspections to ensure compliance with all applicable site development regulations, with regard to streets, drainage, utilities and other Public Works assets.
  • Coordinates with County, State, and local cities and City staff, guiding solid waste management issues, roadway design and construction, right-of-way utilization and utility coordination.
  • Initiates meetings and other communication with partner agency staff, design engineers and developers as necessary to resolve issues, resolve disputes over provisions of codes when required and to enable project approvals.
  • Prepares logs, forms, and reports documenting results of inspections and other events or activities; maintains plans and related records; testifies in court as required.
  • Attends staff meetings to exchange information; attends classes or seminars to improve knowledge and skills.
  • Demonstrates knowledge of principles, techniques, materials and equipment used in construction.
  • Coordinates routine site inspections for final approvals.
  • Performs routine office tasks, such as typing, filing, faxing, phoning, and copying.

Minimum Qualifications

Requires an AS degree, vocational technical degree, or specialized training equivalent to satisfactory completion of two years of college education with emphasis in a construction trade or a closely related field.  Preference given to a BA degree in Construction Engineering, Construction Management or Building Construction.   Requires five years of experience in a construction, engineering or site development related field.  Performs coordinating work involving regulatory statutes, City Standards and Design Specifications, guidelines and rules but solves problems constantly.   On-site inspections are a priority for this position. Uses mathematics involving the practical application of fractions, percentages, ratios and proportions or measurements, logarithmic, or geometric construction, algebraic solutions of equations and inequalities, descriptive statistics, geometry, plane and solid, rectangular coordinates, and mathematical classifications or schemes.  Reads journals, manuals, and professional publications; speaks informally to groups of coworkers, staff in other organizational agencies, the general public, and people in other organizations; composes original reports, training and other written materials using proper language, punctuation, grammar, and style. Performs professional level work requiring the application of principles and practices of a wide range of administrative, technical, or managerial methods in the solution of administrative or technical problems; applies general understanding of operating policies and procedures to solve complex administrative problems; requires continuous, close attention for accurate results or frequent exposure to unusual pressure. Requires a valid State of Florida driver’s license. Special skills or equipment certification may be required.
