The Montgomery County Department of Parks – Southern Parks Division is seeking a highly motivated, self-driven Park Manager to support the leadership of operations in the Meadowbrook Management Area. Southern Parks Division meets both local and regional leisure needs by providing opportunities for a wide variety of outdoor recreational activities in the most densely populated areas of Montgomery County. The division manages over 200 parks, including Urban, Local, and Regional Parks. These parks include almost 200 playgrounds, 150 athletic fields, 60 miles of trails, and 50 picnic shelters. This division utilizes the skills of nearly 200 employees and 100 pieces of equipment to accomplish the Department's mission.  

Under general supervision, the Park Manager will carry out a broad range of professional park operations and administrative duties to support the planning and execution of programs and projects. This role plays a key part in maintaining a welcoming environment for all park patrons, while leading and developing a diverse team of maintenance staff, including seasonal employees. The incumbent will ensure that parks and surrounding communities meet high standards of cleanliness, safety, and accessibility, while effectively managing inventory and equipment needs within the allocated budget.

Position Duties

  • Supervise teams involved in various projects such as the maintenance and renovation of parks, buildings, and athletic fields; installation of playground equipment; laying asphalt; construction of small structures; and landscape maintenance and development.

  • Plan, schedule, assign, and evaluate the work of designated personnel; counsel staff on ways to improve performance. Assist in the candidate selection and train new staff members.

  • Conduct Park inspections to troubleshoot problems identified, generate service requests, and follow through to ensure problems are corrected.

  • Review blueprints, estimate staff, equipment, materials, and supplies needed for projects.

  • Provide technical assistance to staff and supervise the operation of major equipment (e.g., tractor, snowplow, backhoe, spreader) as well as tree maintenance activities.

  • Participate as part of a team with architects, engineers, consultants, etc., for park development projects.

  • Participate with the supervisor in budget preparation and development. Monitor and track expenditures for programs and projects. Research and initiate purchase requisitions for the unit. Monitor and track expenditures for programs and projects.
  • Ensure all P-Card purchases comply with organizational policies, including proper documentation, adherence to spending limits, and alignment with approved procurement procedures.

  • Work with senior park managers engaged in developing, planning, and implementing revenue production programs. Recommend fees, hours of operation, and staffing.
  • Conduct research to identify conservation programs to preserve and protect the park system, environment, and wildlife. Develop programs to achieve conservation goals. Coordinate with Park Naturalists to develop, implement, and facilitate interpretive programs.


  • Meet with the community organizations, citizens, and the department to develop special programs or projects (for example, Harvest Festival, Adopt a Field, CDL training, and coordination) to meet identified needs or to resolve problems.

  • Provide general assistance to park visitors. Take reservations (for example, ball fields, picnic areas) and issue equipment. Enforce Park rules. Assist the proper authorities in investigating accidents, fires, and crimes.

  • Meet with citizens to discuss complaints about park facilities or maintenance (for example, drainage, landscaping, encroachment on park property). Work with citizens and customers to resolve any concerns that may arise.


Preferred Qualifications:

  • Experience working with a Parks Dept. or other government organization preferred.
  • Advanced ArcGIS skills and proficient in MS Office, enterprise software, and specialized software.

Working Conditions:

Works in office and in the field. May be required to work evenings, weekends, and holidays. On-call to respond to emergency situations. Exposed to weather, dirt, waste, odors, caustic chemicals, pesticides, wildlife, and potentially harmful insects (for example, bees, hornets, wasps, etc.). Some pressure to meet deadlines.


Minimum Qualifications

  1. Bachelor’s Degree in Park Management, Park Administration, Outdoor Recreation, Natural Science, Physical Science or any related field.
  2. One (1) year of park management experience that includes leadership of staff.
  3. An equivalent combination of education and experience may be substituted, which together total five (5) years.
  4. Valid driver's license in accordance with both State and Commission rules and regulations.  Driver’s license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee’s ability to drive Commission vehicles or perform driving duties required by the position of assignment.
  5. Depending upon area of assignment, a valid Commercial Driver’s License (CDL) with appropriate endorsements may be required within 12 months of position assignment and must be in accordance with both State and Commission rules and regulations.
  6. Depending upon area of assignment, must be able to obtain and maintain all applicable certifications within 12 months of position assignment (e.g., Maryland Department of Agriculture Pesticide Applicator, Maryland Department of Agriculture Professional Fertilizer Applicator, Playground Safety Inspector).
  7. Pass Commission medical examination.
