SALARY: $95,167 to $123,717
GENERAL JOB DESCRIPTION
Assistant to the Fire Chief with direct responsibility for controlling, coordinating, and supervising the Administration, Community Risk Reduction, and Safety & Support divisions. Responsible for accreditation management, financial oversight, public records management, fire prevention, human resources and professional development, policy development, and execution of department policies, procedures, and operating guidelines. Daily activities include carrying out the mission, vision, and values of Cheyenne Fire Rescue through positive interaction with personnel and the public, community partners, city staff, and governing body members. The Deputy Chief of Administrative Services works under the general supervision and guidance of the Fire Chief. In the absence of the Fire Chief, the Deputy Chief of Administrative Services may exercise authority to act as Fire Chief, ensuring continuity of operations and departmental leadership. Directly supervises personnel assigned to administrative services, community risk reduction, and safety and support divisions.
PRIMARY DUTIES AND RESPONSIBILITIES
- Manages and directs the accreditation process for the department, serving as the designated Accreditation Officer. Makes recommendations for accreditation standards, schedules inspections and assistance from partnering agencies, develops proof of compliance for standards, prepares policy drafts and written documentation, and collaborates with senior staff to coordinate functional areas of responsibility for evaluation.
- Develops, recommends, maintains, and updates departmental policies, procedures, Standard Operating Guidelines (SOG's), Standards of Cover (SOC), strategic planning, master planning, community risk analysis, and departmental self-assessment manual in collaboration with the Fire Chief and senior staff.
- Manages compliance activities and programs focused on providing support and recommendations to senior staff in areas of long-range strategic planning, monitoring and developing effective performance measurements, fire protection services, and quality assurance for departmental programs.
- Develops and administers budget oversight for all divisions within administrative services, including Community Risk Reduction and Safety & Support. Recommends budgetary requirements and needs to the Fire Chief for general fund requests and assists with delivery of budget goals and narrative to the governing body.
- Manages response data for the department to develop annual reports and matrices outlining the organization's level of service to the community. Analyzes data and prepares technical reports regarding departmental activities and performance.
- Makes recommendations for human resource needs, performance management, employee relations, recruitment and retention goals, professional development programs, and organizational workload. Works with the Fire Chief and Human Resources Department to create, review, and update job descriptions, identify personnel needs, and manage promotional and entrance examination processes.
- Coordinates with city staff for purchasing items, including requests for proposals (RFP's), requests for services, professional service agreements, and contracts. Assists with management of federal, state, and local grant funding for the department as assigned.
- Coordinates with the City Clerk for public record requests through the Freedom of Information Act and public records retention. Coordinates with City Attorney's office for legal matters, resolutions, ordinances, and depositions. Develops and delivers staff reports to the governing body regularly through finance, public services, work sessions, committee of the whole, and city council general meetings.
- Oversees the inspection, evaluation, and review of the performance, appearance, and operability of apparatus, equipment, digital platforms, and facilities. Oversees the development of specifications and recommendations for fire apparatus, equipment, digital platforms, and facilities.
- Evaluates the performance of subordinate personnel and provides feedback and expectations regarding performance through coaching, mentoring, and work improvement. Creates professional development programs to enhance personnel and career progression, ensuring career development is clearly defined. Maintains professional education and interaction at seminars and conferences to align with industry standards, changes, improvements, and best practices.
SECONDARY DUTIES AND RESPONSIBILITIES
- Responds to emergency incidents as needed, assumes command when appropriate, and directs fire suppression, hazardous material control, rescue, and property conservation activities using established incident command procedures.
- Provides input into all fire department pre-emergency, emergency, and non-emergency operations to ensure the safety of personnel is always considered.
- Supports, coordinates, and interfaces with other chief and company officers to ensure departmental continuity and effective communication.
- Oversees major projects on behalf of the Fire Chief as requested.
- Performs as required, all standard firefighter tasks and skills, including:
- Donning, doffing, care, inspection, and maintenance of SCBAs and/or respiratory protection
- Exposure to hazardous atmospheres and environments
- Climbing stairs while wearing fire suppression personal protective equipment and carrying loads of up to 40 pounds
- Wearing insulated and encapsulating personal protective equipment
- Performing search and rescue operations in interior structural firefighting, which includes carrying and dragging victims
- Advancing charged hose lines in occupancies while navigating obstacles and barriers
- Climbing and working from ladders, working from heights, and narrow or uneven surfaces
- Extreme physical exertion for prolonged periods
- Operating fire apparatus, support vehicles, specialty vehicles, and equipment
- Problem-solving and critical thinking during stressful and critical times
- Communicating effectively over portable radios and other mediums while wearing PPE and SCBA
- Performing as an integral part of the team

QUALIFICATIONS FOR THE JOB
Recommended Minimum Qualifications (Education and Experience):
- Fire Officer III
- Fire Instructor II
- Fire Inspector II
- Hazardous Materials Technician
- Incident Safety Officer
- NIMS 100, 200, 300, 400, 700, 800
- Degree from a higher academic institution in fire administration/science, or related field of business, finance, emergency management, and leadership
- Ten years in Fire/EMS service with a minimum of five years in fire/EMS operational management
- Any combination of equivalent education and experience
Desirable Knowledge, Skills, and Abilities:
- Any additional education and experience
- Successful completion of the National Fire Academy executive-level courses, including Executive Fire Officer (EFO) credentialing
- CPSE credentialing, such as Chief Fire Officer (CFO), Chief Training Officer (CTO), etc.
- Professional Development for Company Officer (PDCO) or equivalent
Special Requirements:
- Must possess a valid state-issued driver's license
- No felony convictions or disqualifying criminal history within the past 10 years
- Ability to meet the insurability requirements of the City of Cheyenne

Work is performed primarily in office, vehicle, and outdoor settings; in all weather conditions, including temperature extremes; during day and night shifts. Personnel occasionally work near moving mechanical parts and in high, precarious places and are occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, radiation, risk of electrical shock, and vibration. The noise level in the work environment is usually moderate, except during certain firefighting or EMS activities when noise levels may be loud.
