Job Description

DEFINITION:
Under the direction of the Superintendent, the Director of Human Resources is a cabinet-level administrator who provides leadership and strategic direction for the District’s human resources and risk management programs. This position oversees all personnel operations, including recruitment, staffing, employee relations, labor negotiations, compliance with employment laws, and the administration and performance management systems. In addition, the Director manages the District’s risk management and safety programs, including workers’ compensation, and loss-prevention initiatives. Serving as a key advisor to the Superintendent and District leadership, the Director ensures that HR strategies support the District’s mission, policies, and organizational goals.

Essential Duties and Responsibilities:

  • Plan, direct, manage, and oversee all districtwide certificated and classified personnel functions, including recruitment, selection, onboarding, assignments, transfers, evaluations, promotions, and separations;
  • Administer and lead collective bargaining efforts, including serving as lead or supporting negotiator for the District;
  • Manage the interpretation and implementation of negotiated agreements, oversee contract administration, and resolve disputes;
  • Administer grievance and disciplinary procedures for certificated and classified staff in accordance with contracts, Board policy, and applicable laws;
  • Develop, monitor, and implement goals, objectives, policies, and priorities related to human resource services in alignment with State Education Code, Board policy, and district direction;
  • Partner with site principals and administrators to coordinate staffing, performance management, coaching, and professional growth plans;
  • Evaluate the effectiveness of HR programs, staffing levels, and internal operational systems; recommend improvements and reorganization as needed;
  • Provide counsel, guidance, and training to administrators and supervisors on performance management, conflict resolution, employment law, and best practices;
  • Review, draft, interpret, and recommend Board policies, administrative regulations, and procedures related to human resources, personnel, and labor relations;
  • Respond to and resolve difficult, sensitive, and potentially litigious inquiries and complaints from employees, supervisors, and community members;
  • Attend and participate in professional groups, stay current on best practices, legislation, and regulatory developments in human resources administration;
  • Act as the District’s Workers’ Compensation Officer: coordinate injury reporting, claims filings, return-to-work plans, medical monitoring, and early intervention efforts;
  • Develop, implement, and maintain district safety and risk-reduction programs, including but not limited to the Injury & Illness Prevention Plan (IIPP), emergency preparedness, bloodborne pathogen protocols, hazard assessments, and regulatory compliance (e.g. Cal/OSHA, local health & safety codes);
  • Conduct periodic risk assessments, loss control audits, safety inspections, and facility reviews; recommend corrective measures to minimize exposures and liabilities.
  • Serve as liaison to state and regional risk management consortiums or pools, and represent the District in meetings related to risk and insurance matters;
  • Other job-related duties as assigned.

 Abilities:

  • Hands-on manage, organize, coordinate, and direct the District’s internal operations;
  • Demonstrate a high quality of leadership and motivational strategies in leading the District toward an operational mode which is cost effective and cost beneficial.
  • Analyze complex problems, determine alternative solutions, and make timely and effective decisions.
  • Communicate effectively in oral and written form regarding a variety of complex fiscal, educational, organizational, and legal matters.
  • Assimilate and evaluate data, and prepare sound recommendations.
  • Establish and maintain cooperative organizational, public, and community relationships.

 Qualifications and Experience:

  • Valid California Administrative Services Credential
  • Master’s degree preferred.
  • At least three (3) years of increasingly responsible and successful experience in school administration;
  • Demonstrated successful experience in employee negotiations, personnel selection and personnel office management is highly desired.
  • District Office level experience in the personnel field is desired.
