About the Department

Education and Experience: A Bachelor’s degree or higher in human resource management, business or public administration or a related field, plus four (4) years of professional experience in human resources management, business or public administration, including a combination of two (2) years experience of professional level research and analysis in the areas of employee relations, recruitment and selection, testing, classification and compensation, or payroll and HRIS.
Licenses and Certificates: Valid Class “C” Driver License or equivalent from another state.

Position Duties

Under direction, provides a full array of human resources services for an assigned department(s) including classification, recruitment, examination, selection, employee relations, training, and payroll.

Minimum Qualifications

Develops and implements employee recruitment methods to effectively attract pools of qualified job applicants to meet staffing needs for assigned department(s). Involves: Assists management staff of assigned department(s) with position requisition, recruitment and selection process. Researches and develops job postings, job announcements, selection, testing, and screening tools and procedures . Ensures assigned department’s compliance with Civil Service and City Human Resources policies, rules, regulations, and collective bargaining agreement terms and conditions as appropriate. Collaborates with City Human Resources to recommend continuous improvements in selection procedures to further an effective recruitment program to meet current and projected hiring needs. Coordinates scheduling and receipt of pre-employment physical examinations, psychological tests and background checks as required.

Manages employee relations activities of assigned department(s) including collaborating or acting as liaison between assigned department(s) and City Human Resources Director or designee and City legal staff to interpret Civil Service rules and regulations or human resources administrative policies. Involves: Advises employees and management on personnel matters and appropriate steps for complaint process, progressive discipline, and employee grievances. Conducts mediation sessions as requested using a variety of best practice conflict resolution techniques and tools. Conducts investigations, reviews findings and counsels assigned departments or divisions on potential remedies. Reviews or investigates cases of employee misconduct and/or violations of departmental rules and regulations, recommends disciplinary action, and prepares formal counseling documents, suspensions, demotions and terminations. Interviews and takes statements from employees to gather information in grievances or disputes. Prepares summary reports in response to employee grievances, EEOC complaints and/or citizen complaints.

Oversees day-to-day payroll processing for assigned department. Involves: Ensures department maintenance and security of unofficial employee files and serves as records manager liaison. Ensures appropriate procedures and documentation are followed and completed regarding leaves of absence, injuries, pay adjustments, and timekeeping policies. Monitors assigned department’s use of human resources information systems, generates queries, investigates employee-generated requests or issues, and identifies problems and concerns. Monitors the timeliness of department personnel actions, pay increases and data changes. Monitors overtime expenditures. Coordinates employee use of FMLA and ensures employee awareness of FMLA rights and responsibilities. Coordinates workers’ compensation issues with employees, supervisors, legal staff, case management coordinators, third party administration and the Texas Worker’s Compensation Commission. Responds to unemployment claims and represents the City and assigned department(s) in unemployment hearings. Responds to subpoenas and open records requests.

Oversees the coordination of training and development activities for assigned department. Involves: Oversight of training needs assessment and formulation of comprehensive strategies including researching availability of instructors and materials, conducting cost-benefit analyses of external resources and internal programs, course curricula development and training material, identifying participants and monitoring progress, assessing results and evaluating instructors, ascertaining and requesting funding required. Delivers effective training utilizing a variety of teaching methods as appropriate.

Supervise assigned personnel. Involves: Meet with staff on regular scheduled basis. Prioritize and coordinate unit activities. Instruct, review, guide and check work. Appraise employee performance. Provide training and development.  Enforce personnel rules, regulations, and work and safety standards. Counsel, motivate and maintain harmony. Interview applicants. Recommend hires, terminations, transfers, disciplinary action, requests for leave, pay or merit increases or other employee status changes.


Performs additional human resources duties and support functions for assigned department. Involves: Assists assigned department with learning and applying City Human Resources policies and procedures. Meets with City Human Resources staff as needed to share results or obtain advice and guidance on matters affecting or influenced by employee relations, Civil Service, and City-wide Human Resources policy and procedure matters. Updates job specifications for assigned department(s) and performs periodic classification reviews as requested. Participates and contributes to departmental policy and procedure reviews and updates, including workplace safety, fitness for duty assessments according to area of assignment. Performs special research and participates in special projects for assigned department.
