The City of Milwaukie is seeking dedicated individuals to join our team as Natural Resources Technician I or II. If you have a passion for environmental stewardship, green infrastructure, and hands-on natural resource management, we encourage you to apply! Position Duties

What You'll Do

Natural Resource Technicians are crucial to maintaining the health and beauty of Milwaukie's green spaces and meeting our environmental stewardship goals. You'll primarily focus on the installation, maintenance, repair, and monitoring of the City's green infrastructure—including rain gardens, swales, and detention ponds.

Key responsibilities shared by both roles include:
  • Performing routine maintenance of natural areas, such as planting, weeding, pruning, and debris removal from water quality facilities.

  • Engaging in Public Tree Care, including fertilizing, watering, and pruning.

  • Participating in restoration projects and invasive species removal.

  • Operating and maintaining a variety of equipment and vehicles.

  • Following all safety procedures and participating in the after-hours emergency response on-call rotation.

  • Conducting field data collection and using GIS and asset management platforms.

  • Responding to inquiries from the public.

In addition, the Natural Resources Technician II position requires more advanced skills and carries additional responsibilities:

  • Inspecting for compliance with city environmental standards.

  • Repairing and maintaining irrigation systems and performing backflow testing.

  • Applying fertilizers and pesticides in accordance with the Integrated Pest Management (IPM) plan.

  • Recognizing and treating disease and insect problems of trees and woody plants.

  • Training new employees and giving direction/planning work for seasonal employees.

  • Analyzing collected data to inform decision-making.

  • Operating landscape construction equipment to excavate and construct special land uses.


Minimum Qualifications

Natural Resources Technician I (Entry-Level) If you have at least a year of experience in landscaping or natural resources maintenance, this is a great place to start your career.

  • Hourly Range: $27.07 - $34.55

  • Key Focus: Performing installation, maintenance, repair, and monitoring activities for the City’s stormwater infrastructure, responding to public inquiries, and supporting the enhancement of green spaces and natural habitats.

  • Minimum Qualifications: High school diploma or GED, have or obtain by hire date an Oregon State Driver's License, and must possess a Class A CDL within 6 months of hire date, plus one year of experience in landscaping and/or natural resources maintenance, performing a variety of vegetation management and maintenance duties.

Natural Resources Technician II (Advanced/Certified) If you're an experienced Natural Resources Technician with two years of relevant experience, you'll step into a more advanced and technical role.

  • Hourly Range: $28.42 - $36.27

  • Key Focus: Handling complex permitting processes, coordinating needs across multiple City departments (e.g., planning, public works), and contributing to process improvements.

  • Minimum Qualifications: In addition to the requirements for Natural Resources Tech I: Oregon Dept. of Agriculture Public Pesticide Applicator certification and license, and Oregon State University Extension Forest Pest Detector qualified within six months of hire date. ISA Certified Arborist is a plus. Also, two years as a Natural Resource Technician I or equivalent, including progressively responsible experience in landscaping and/or natural resource maintenance, performing a variety of vegetation management and maintenance duties.

Other Qualifications

Work is performed outdoors in all weather conditions and involves strenuous physical exertion, including the ability to lift up to 50 pounds. Safety equipment is provided for hazards such as traffic, confined spaces, and exposure to certain chemicals.

Compensation: 
If appointed as Natural Resources Tech II
The salary range for this overtime-eligible union-represented position is $4,926 – 6,287 per month. The starting pay assignment, based on an analysis of the successful candidate's related experience and education as documented on the employment application in accordance with the city's pay equity policy and the Oregon Equal Pay Act, would generally be no higher than $5,988 per month.

If appointed as Natural Resources Tech I
The salary range for this overtime-eligible union-represented position is $4,692 – $5,988 per month. The starting pay assignment, based on an analysis of the successful candidate's related experience and education as documented on the employment application in accordance with the city's pay equity policy and the Oregon Equal Pay Act, would generally be no higher than $5,706 per month.
