What will you do as a Safety Specialist (Projects)?

The Project Safety Specialist is responsible for implementing and overseeing the company's safety program, with a specific focus on new construction activities. This role serves as a key liaison between project management, operations, employees, and contractors to ensure all work is performed safely, efficiently, and in full regulatory compliance.

The specialist will provide expert advice and guidance on company health and safety standards, promote safe behaviors, and assist with hazard identification and risk mitigation. A primary responsibility is to champion and foster a strong safety culture throughout the organization, driving continuous improvement efforts and ensuring contractor adherence to all safety requirements, including the use of systems like the Electronic Permit to Work (E-Permit).

What do we expect from you as a Safety Specialist (Projects)?

  • Must possess or be able to obtain a TWIC (Transportation Worker Identification Credential) as required by the Maritime Transportation Security Act.

  • College degree in occupational health and safety preferred, but not required.

  • CSP, CFPS, CHST Certification(s) a plus.

  • At least 5-7 years of plant or terminal experience required.

  • Operations/Safety experience at a bulk liquids multimodal storage and transfer facility preferred.

  • Strong knowledge of OSHA, NFPA, and industry standards related to construction safety, crane/lift operations, and excavation.

  • Experience with Permit-to-Work systems (electronic preferred).

  • Strong communication and leadership skills to engage contractors and promote safe work practices.

  • Ability to coordinate across multiple contractors and trades during complex construction activities.

What does your day look like?

Your core responsibilities are:


Program & Policy Management

  • Drive the site-level implementation of all corporate Safety, Health, Environment & Quality (SHEQ) policies, developing Project-Specific Safety Plans for all construction activities.

  • Oversee the project's Personal Protective Equipment (PPE) program and lead all construction-focused Safety Committee meetings and initiatives.

  • Critically review construction methods, Job Hazard Analyses (JHAs), and work plans for compliance with all relevant standards, including OSHA 29 CFR 1926.

  • Provide technical safety input related to construction plans and field activities.

Contractor & Field Safety Oversight

  • Own and lead the comprehensive contractor safety management program, ensuring all contractors adhere to company safety standards.

  • Conduct daily safety observations and routine inspections of all work activities, with a focus on high-risk tasks such as excavations, lifts, confined space entry, and hot work.

  • Manage the Permit to Work system by training personnel, reviewing requests, and issuing permits for construction maintenance tasks.

  • Review and approve critical lift plans and excavation plans, verifying that proper risk assessments, equipment inspections, and qualified personnel are in place before work begins.

Communication & Training

  • Lead and coordinate a variety of safety meetings, including daily toolbox talks, pre-job briefings, and formal SHEQ committee meetings.

  • Develop and deliver presentations to communicate project-specific hazards, lessons learned, and safety performance updates to the workforce.

  • Act as the central point of communication for all project safety matters, including the dissemination of lessons learned and safety alerts.

  • Support the coordination of Simultaneous Operations (SIMOPS) to ensure safety between construction projects and ongoing terminal operations.

Incident Prevention & Emergency Response

  • Actively prevent unsafe acts by providing immediate coaching, implementing corrective actions, and exercising stop-work authority when necessary.

  • Lead as a primary on-site coordinator for the Project Emergency Response Team, managing the response to incidents such as falls, trench collapses, or medical emergencies.

  • Support all incident investigations, assist in conducting root cause analysis, and track follow-up corrective measures to completion.

Work Environment

This position requires an employee to be in an office environment as well as exposed to outside elements.  Most extreme elements are heat in the summer months of up to 100°+ and some exposure to cold of generally no less than 0° in the winter months.  There will be exposure to various chemicals and compounds, including fumes and smells, some of them hazardous.  The employee may enter confined spaces and work in elevated environments.  Employees must be able to wear PPE required by the location.  General office noise may be experienced and louder sounds and vibrations when outside.  All environments are safe with appropriate PPE.

Physical Demands

While performing the duties of this job, the employee is regularly required to walk, sit, speak and hear.  The employee is required to stand, use hands to finger, handle, or feel; reach with hands and arms; the employee may be required, on occasion, to climb or balance, stoop, kneel, or crouch.  The employee may be required to climb ladders/storage tanks up to 50’ in height.  The employee may be required to enter confined spaces.  The employee may occasionally lift and/or move up to fifty (50) pounds.  Specific vision abilities required by this job include close vision, peripheral vision, depth perception and ability to adjust focus.  Employees may be required to travel by air, rail, bus, or car.
