Reporting to the Director, Policy and Planning (Director), the Manager of Policy and Communications (Manager) takes a lead role in the coordination of the management and development of the department’s policies and preparation for the Legislative Assembly. In addition, the incumbent will take initiative in recommending the creation or amendment of legislation and/or policies and is responsible for overseeing communications and access and privacy activities of the department, as well as the departmental strategic planning process. The incumbent liaises regularly with departmental branches, and senior managers, and the Director to ensure the dissemination of information to and from the Policy and Planning Section and to contribute toward the achievement of divisional and departmental objectives. The incumbent coordinates the department’s strategic planning, communication, Access to Information and Protection of Privacy Act (ATIPP), and general policy and legislative development for the department as a whole.
Responsibilities
The Manager will lead the development and ongoing evaluation of departmental policies, procedures and guidelines; support the development of legislation and policy initiatives; provides secretariat support the Minister, Deputy Minister, Director, and Senior Managers; oversees ATIPP by ensuring transparency in government through the accountability of ATIPP; oversee communications functions; supports the departmental strategic planning process; and manage and supervises subordinate staff, in conducting and coordinating performance reviews, imposing progressive discipline and providing support and advice. Further the Manager will analyze the potential political, legal, and financial effects of proposed policies and programs on the department; recommending evaluation and effectiveness indicators for proposed policies and programs; and supporting the department’s other divisions and regional offices on matters of planning, policy, and evaluation.
Qualifications
The knowledge, skills, and abilities required for this job are usually obtained through a recognized degree in Public Policy/Administration, Social Sciences, Business Administration, Law, or a related field; with five (5) years of related work experience, including a minimum of one (1) year experience supervising or leading team. The position requires experience recommending and analyzing legislation, policies, and procedures; developing and carrying out evaluations, assessments, and research; developing and recommending submissions to Cabinet.
The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Fluency in more than one of Nunavut’s official languages would be considered an asset. Knowledge of Inuit communities, culture, land,Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.
