INTRODUCTION
HACLA's Assisted Housing Programs Department, transitioning titles from the previously known Section 8 Department, is seeking a passionate and committed candidate to join the team as Director of Assisted Housing Programs. The position is responsible for oversight of over 60,000 federal housing subsidy vouchers and rent subsidy programs which require a strategic and innovative leader to help accomplish the organization's mission to better provide Angelenos with affordable housing. The incumbent will serve as the administrative and operational lead who is able to tackle the affordable housing challenges the City of Los Angeles is facing. JOB DESCRIPTION
Characteristics of the Class: Under executive direction, the Director of Assisted Housing Programs serves as the administrative head of the Assisted Housing Programs Department, providing strategic leadership and oversight of all departmental functions, programs, and personnel. The incumbent is responsible for the overall planning, organization, and management of federally funded rental subsidy programs in the City of Los Angeles.
The Director establishes departmental goals and policies, ensures compliance with federal, state, and local regulations, and oversees the effective delivery of housing services to program participants, property owners, and community stakeholders. The Director ensures the fiscal integrity of all programs, manages multimillion-dollar budgets, and directs contract administration and program maintenance activities. This role requires a high level of administrative skill, policy development expertise, and the ability to coordinate with governmental agencies, elected officials, and the public to achieve the department's mission of providing safe, decent, and affordable housing.
Position Duties
Examples of Essential Functions:
- Directs the overall administration and operations of HACLA’s housing assistance programs including, but not limited to, Housing Choice Voucher, HUD-VASH, Continuum of Care, Mod-Rehab, Community Choice Demonstration, Family Self-Sufficiency and HOPWA.
- Manages the development and implementation of Departmental goals, objectives, budgets, policies and procedures.
- Serves and participates as a member of HACLA’s senior management team; provides leadership and guidance to management and staff; develops, supervises, evaluates, motivates, hires, and directs the formal training and in-service training of programs for staff to ensure standardization of policies and procedures.
- Plans, directs, and coordinates, through subordinate level staff, the Department’s work plan; meets with management staff to identify and resolve problems.
- Evaluates and interprets HUD regulations and guidelines as they pertain to departmental programs which can include, but may not be limited to, preparing and submitting program budgets, financial reports, and HUD-required documentation.
- Represents the interests of HACLA at the local, state and federal level on legislative issues; assists and provides support in the formulation of new legislation and/or revising current laws; attends hearings and meetings, participates on various committees, and implements HACLA’s guidelines as required.
- Acts as liaison between executive leadership, representatives of various federal, state, and local agencies, community groups, and other internal and external stakeholders, as necessary.
- Ensures that the programs have accurate and timely eligibility determinations, recertifications, inspections, and subsidy payments. Performs housing assistance payment projections to meet leasing goals, while maximizing utilization of resources. Promptly addresses challenges and adjusts plans.
- Monitors overall program performance, expenditures, and compliance as required by HUD.
- Analyzes program performance, monitors, and evaluates the efficiency and effectiveness of services and delivery methods; assesses and monitors workloads, administrative and support systems, and internal reporting work structures and procedures; implements improvements to enhance efficiency and service quality.
- Advises the executive leadership on program and departmental performance, compliance risks, and policy changes.
- Responds to escalated participant and property owners’ concerns with diplomacy, professionalism, and equitable resolution.
- Performs related duties as assigned.
Minimum Qualifications
Minimum Requirements: A bachelor’s degree from an accredited college or university in Business or Public Administration, or a closely related field -AND- 10 years progressively responsible experience in public housing administration and federally funded housing programs, five (5) years of which must have been at a managerial level.
Preferred Qualifications: Experience with managing large programs and teams.
Special Requirements: Must possess a valid California Class "C" Driver's License.
