About the Department
As part of our HR Team, you will:
- Lead and support employee relations matters, including disciplinary actions, investigations, conflict resolutions, and performance management.
- Partner with leadership and the City Attorney's Office to provide guidance on HR policies, employment law, and best practices that align with City values and operational needs.
- Analyze workplace trends and recommend solutions to support engagement, retention, and organizational effectiveness.
- Contribute to a culture of accountability, professionalism, and continuous improvement in service to our employees and community.

This position is subject to budget required furloughs to be implemented in the 2026 calendar year, and any furloughs subsequently approved.

The HRBP works closely with assigned departments and HR Centers of Expertise (COEs) to deliver value-added services that address organizational and workforce needs, with a primary emphasis on employee relations.
Key responsibilities include:
- Partner with department leadership to proactively identify HR needs and align solutions with organizational goals.
- Serve as the primary resource for employee relations matters, including workplace investigations, conflict resolution, disciplinary actions, and corrective actions.
- Provide managers with guidance on employment law, HR policy interpretation, and consistent application of practices across the organization.
- Collaborate with COEs to implement programs in areas such as talent management, classification, compensation, and workforce planning.
- Facilitate difficult conversations to strengthen work relationships, improve morale, and support a culture of fairness, accountability and psychological safety.
- Track and analyze employee relations data and HR metrics to identify trends, risks, and opportunities for organizational improvement.
- Deliver targeted training and coaching for leaders on workplace conduct, and performance management.
- Support organizational change initiatives by advising on workforce impacts and communication strategies.

Knowledge of:
- Federal, state, and local employment laws and regulations.
- Best practices in employee relations, workplace investigations, conflict resolution, and organizational development.
- Principles, practices, and functions of human resources management.
The ability to:
- Conduct and document thorough, impartial, and legally compliant workplace investigations.
- Manage and resolve complex employee relations issues with tact, discretion, and fairness.
- Advise and coach leaders in applying policies and employment law to day-to-day situations.
- Facilitate difficult conversations and mediate workplace conflict.
- Build credibility and trust with employees and leadership at all levels.
- Work independently, balance multiple priorities, and exercise sound judgement.
Position Duties
- A Bachelor's Degree from an accredited college or university with major coursework in business administration, human resources, or related field
- Three years of full-time professional experience specifically in employee relations, workplace investigations, conflict resolution, or related HR functions involving the interpretation and application of employment law and organizational policies
