CLASS DEFINITION

A SCADA System Supervisor plans, oversees the installation and maintenance of the process control system for water and wastewater plants, distribution stations and related facilities; and the installation, maintenance and repair of electronic, instrumentation and hydraulic equipment and programmable logic controllers in treatment plants, pumping stations, and related facilities. Work of this class involves directing the activities of electronic maintenance and repair work units.

Incumbents receive general supervision from an administrative superior. Employees in this class work a conventional workweek; callback or overtime may be required in emergencies. Work is performed primarily in an office setting; however, there may be occasional exposure to toxic chemicals and high voltage equipment. Work requires minimal physical exertion.

MINIMUM QUALIFICATIONS

On or before the date of filing the application, each candidate must:

EDUCATION: Have an associate of arts degree in computer science, instrumentation or electronic technology from an accredited college or university.                                                                    

AND

EXPERIENCE: Have five years of experience in the installation, maintenance and repair of electronic instrumentation equipment such as programmable logic controllers (PLC’s), electronic testing equipment, electronic, and ultrasonic flow meters and transmitters, electronic recording devices, quindar tone equipment, current-to-time pulse equipment, time relays or related equipment at least three of which must have been in the enhancement and maintenance of a process control system including one year of such supervisory responsibilities as disciplining, evaluating the performance of and recommending the hiring, firing and promoting of others.

OR

NOTES EQUIVALENCIE: Have a bachelor’s degree in computer science, engineering technology or a related field may substitute for two years of the experience requirement. Additional experience in the enhancement and maintenance of a process control system may be substituted on a year-for-year basis for the college requirement.

KNOWLEDGES, SKILLS, AND ABILITIES

  • Knowledge of automated process control system principles and protocols.

  • Knowledge of proportional-integral-derivative controller (PID controller) theory and principles.

  • Knowledge of programmable logic controllers’ operation, maintenance and repair.

  • Knowledge of programming language common to process control systems.

  • Knowledge of the techniques, tools and materials used in the installation, calibration, maintenance and repair of electronic, instrumentation, hydraulic, and electrical equipment.

  • Knowledge of digital, analog and solid-state electronics.

  • Knowledge of the design and fabrication of complex electronic equipment.

  • Knowledge of safety practices and procedures to be followed in the operation, maintenance and repair

  • of electronic, instrumentation and hydraulic and electrical devices.

  • Ability to program various elements of process control systems.

  • Ability to create and store files and directories and maintain database.

  • Ability to prepare a budget and monitor budgetary expenditures.

  • Ability to train subordinate technicians.

  • Ability to read electrical logic schematics.

  • Ability to maintain records and write reports.

  • Ability to establish and maintain effective work relationships with others.

  • Supervisory ability.

  • Administrative ability.

Probation 

All people, including current City employees, selected for this position must complete a mandatory six-month probation. 

Eligibility 

Qualified candidates will be considered for vacancies as they arise, for a period of at least six months. The decision of the Director of Human Resources with respect to acceptable minimum qualifications is final. 

                                                            

Education Accreditation 

Applicants’ education must be obtained from an accredited institution. Education credentials obtained out of the US must be evaluated for US equivalency. Evaluation agencies information may be obtained at www.naces.org.
