Position Summary

The Housing Programs Manager oversees Waypoint’s housing-focused services, ensuring the delivery of trauma-informed, equity-centered, and client-driven programs that support individuals and families experiencing homelessness or housing instability. This position manages housing program operations, supervises staff, ensures compliance with funding and regulatory requirements, and fosters strong partnerships across the community housing continuum.

Working closely with the Managing Director of Critical Services, the Housing Programs Manager is responsible for program development and implementation, staff support, quality assurance, and outcomes tracking. The role emphasizes collaborative leadership, data-informed decision-making, and alignment with Waypoint’s mission, values, and strategic priorities.

  

KEY RESPONSIBILITIES

Program Implementation & Service Delivery

§ Manage daily operations of housing programs, including Rapid Re-Housing, Eviction Prevention, Diversion, and Madge Phillips Apartments

§ Ensure programs are delivered with fidelity to trauma-informed, equity-centered, and client-focused best practices

§ Monitor program performance, outcomes, and reporting to ensure effective service delivery

§ Implement continuous quality improvement strategies to strengthen program impact

Staff Supervision & Development

§ Supervise housing team, promoting a culture of accountability, collaboration, and professional growth

§ Provide coaching, support, and performance evaluations to maintain high-quality client services

§ Identify training needs and coordinate professional development opportunities in housing best practices, trauma-informed care, and systems navigation

§ Support staff wellbeing and resilience in a high-demand work environment

Compliance, Data, & Reporting

§ Oversee compliance with HUD and other housing-related funding sources, ensuring accurate and timely data entry into HMIS and other systems

§ Collaborate with program leadership to complete grant and contract reporting

§ With the Managing Director of Critical Services: monitor budgets, expenditures, and program sustainability

§ Use data to track outcomes, inform decision-making, and identify opportunities for program improvement

Community Partnerships & Collaboration

§ Build and maintain strong partnerships with landlords, community providers, and referral sources to expand housing opportunities

§ Represent Waypoint housing programs at community meetings and events, coalitions, and system-level initiatives

§ Engage in advocacy efforts to improve housing policies and resources for individuals and families experiencing homelessness

  

GENERAL DUTIES AND RESPONSIBILITIES

§ Comply with all Waypoint policies and Waypoint letter of employment

§ Maintain client and program confidentiality as defined in the Waypoint Confidentiality Policy

§ Demonstrate a positive attitude and professional manner, both in appearance and actions in carrying out job responsibilities

§ Comply with federal, state and company policies, procedures and regulations

§ Follow Waypoint Crisis Communication Plan in crisis situations

§ Attend and participate in Waypoint departmental, interdepartmental and staff meetings as directed

§ Maintain scheduled work hours and notify your immediate supervisor personally of absences

§ Support Waypoint events

§ Promote Waypoint team concept by being courteous and helpful to other employees and clients

§ Accurately maintain necessary forms and records and submit in a timely manner

§ Maintain the cleanliness of the work environment

§ Complete time cards and/or employment records accurately and submit timely

§ Work with supervisor to develop a professional growth plan

§ Attend in-service trainings and work to increase skills in field

§ Perform all other duties as assigned by Waypoint

Requirements

QUALIFICATIONS

Required

§ Experience in nonprofit, housing, or human services program management

§ Knowledge of housing programs, homelessness response systems, and HUD regulations

§ Strong skills in supervision, staff development, and team leadership

§ Familiarity with trauma-informed care, equity-centered practices, and client-driven models

§ Demonstrated ability to manage compliance, reporting, and program evaluation

§ Excellent organizational, communication, and relationship-building skills

Preferred

§ Bachelor’s degree in social work, public administration, nonprofit management, or related field

§ Experience with HMIS, Coordinated Entry, and/or landlord engagement strategies

§ Background working with diverse populations experiencing homelessness, poverty, or systemic inequities

§ Knowledge of local housing systems, community partnerships, and funding streams
