About the Department

POSITION SUMMARY:

Plans, schedules and coordinates the use of The Hawk (Farmington Hills Community Center) and services for programs generated by the Department of Special Services, City of Farmington Hills sponsored events, as well as events booked by the private sector, civic/community groups, charitable organizations and the business community.   Responsible for the day-to-day operations of the facility, supervision of the maintenance, clerical, and program staff as well as working with team members to develop ideas to promote and market the use of the facility. 

Position Duties

ESSENTIAL FUNCTIONS:

  1. Plans, schedules, and coordinates programs to promote the use of facilities and available services, including contacts with outside organizations, the general public, membership pass holders, and the City of Farmington Hills.
  2. Supervises and/or coordinates the maintenance and operations of The Hawk facility and grounds, including aquatics, concessions, event management, fields, fitness, guest services, gym, program staff and theatre in accordance with union contracts, city and departmental policies and procedures and the Standard Practice Guide.  In addition, oversees the maintenance and operations of the Grant Center, Longacre House, and Costick Center pool.
  3. Oversee employees and contracts for all facility maintenance and custodial related tasks and issues. Works with purchasing staff to request quotes, RFQ’s and RFP’s, and to issue contracts for maintenance and facility purchases. 
  4. Performs various personnel administrative functions such as interviews and screens and hires candidates for employment.  Trains employees, monitors progress, reviews performance and provides feedback for staff and completes performance evaluations. 
  5. Works with team members to monitor the scheduling of all space usage, inside and outside of the facility, to ensure it is being utilized most effectively.
  6. Reviews and approves purchase orders, invoices, time sheets and other administrative paperwork and monitors p-card usage.
  7. Performs divisional purchasing functions for programs involved in preparing specifications and requisitions, ordering equipment, materials, supplies and services needed, maintaining records and preparing reports for departmental use.
  8. Interacts with facility users, including program participants, parents, community organizations, volunteers, school representatives, City of Farmington Hills officials and employees, and members of the public to assist in the planning, coordination, and execution of events and activities when required.  Provides information, resolves problems, and assures the efficient operation of the facility.  Responds to inquiries and complaints regarding facility operations and services.
  9. Prepares, reports and maintains records and administers the divisional budget based on past experiences, present needs and future expectations, monitoring revenue and expenditures throughout the fiscal year for conformity to final budget.  Assists with the Capital Improvement Plan & Budget.   
  10. Maintains knowledge of issues and trends for facility operations through contact with other government agencies and colleagues, professional literature and by attending seminars and other educational meetings. Examine new products, procedures and policies, and make recommendations as needed. 
  11. Works with other departments within the City of Farmington Hills to establish safety protocols and procedures, evacuation and life safety plans, per code and as recommended.

Minimum Qualifications

EDUCATION & EXPERIENCE:

Bachelor’s Degree in Facilities Management, Parks and Recreation, Business Administration, or related field, or equivalent combination of education and experience necessary. At least 5 years’ experience in facilities management, including maintenance, clerical and custodial supervision. Some knowledge of city policies and procedures is desirable. Budgeting and accounting experience is desirable.  


SKILLS & ABILITIES:

Computer Skills

Basic computer skills in word processing, spreadsheets, publishing, e-mail, presentation software, and video conferencing. Knowledge of RecTrac, FAMIS work order and VFA Facility Software or similar, BS&A Financial Tracking or similar, Win DSX SQL software, Niagara Network building automation systems (HVAC) are all preferred. 


Certificates & Licenses

Valid Operator’s License.

PHYSICAL DEMANDS:

While performing the duties of the job the employee is required to stand, sit, walk, talk, and use hands and fingers; to handle, or operate objects, and reach with hands and arms. The employee may occasionally lift and/or move objects up to 50 pounds.

Good vision and hearing.


WORK ENVIRONMENT:

Work is performed primarily in the office with occasional work being performed outdoors at various city facilities.
