About the Department

Definition: Under general supervision from the Licensing Manager, supervises licensing and investigations of violations or suspected violations of gaming internal controls, laws, rules, and regulations for SRPMIC.  Mentors and trains assigned staff on all employee licensing, vendor licensing, alcohol licensing, and investigation requirements.  Monitors and ensures all licensing and investigations are completed according to established investigation procedures, guidelines and techniques.  This job class is treated as FLSA Exempt.

Position Duties

1. Investigation: Supervises and oversees all civil matters and associated activities for the department.       

  • Establishes and maintains policies and procedures to ensure consistent investigative methods are applied appropriately in gathering investigative findings for all investigations.   
  • Completes monthly productivity reports for use in keeping the Licensing Manager abreast of all pending and completed investigations.  
  • Maintains normal investigation caseload and monitors and oversees cases assigned to staff.
  • Oversees or conducts moderate to complex investigation of casino operations, licensing, business enterprises, patrons, or employees suspected of violating gaming or alcohol rules, laws and ordinances.  
  • Investigates violations of federal, state, and SRPMIC civil, gaming and alcohol laws, rules internal controls, and policies and procedures.  
  • Monitors casino gaming operations for irregular or fraudulent activities and investigates and reports such activities to the Manager, Director and other applicable agencies.   
  • Research, analyze, evaluate and preserve vital documentary evidence pertaining to suspected civil and criminal activity.
  • Prepares and conducts investigative interviews of witnesses/subjects regarding matter for which detailed understanding on records reviewed is needed.
  • Develops clear and accurate investigative findings and recommendations and submit individual/staff reports to supervisor for review in a timely manner.  
  • Monitors and ensures proper investigative interview techniques and procedures are followed during the course of all investigations.  
  • Testifies and/or assist staff with preparing for hearings related to investigations to support or substantiate investigative findings/recommendations. 
  • Assists with conducting background investigations on gaming license requests as needed.  

2. Leadership & Supervision: Provides leadership, supervision, and training to Licensing Investigators to increase work effectiveness and enhance career development.            
  • Supervises, manages, and monitors Investigators workflow, caseload, and work assignments.    
  • Assigns cases to Investigators and monitors and ensures all investigations are completed in an accurate and timely manner.
  • Trains, mentors, and coaches Investigators on proper procedures for conducting thorough and comprehensive employee licensing, vendor licensing, alcohol licensing, and investigations. 
  • Assists investigators with developing investigative strategies for investigation assignments as needed.  
  • Reviews investigation reports for accuracy in reporting and approves completed investigations prior to them being submitted for management review.     
  • Conducts regular meetings to keep Investigators informed of changes in licensing and investigation requirements
  • Monitors Investigators performance and conduct timely performance evaluations and provides regular feedback and correct deficiencies in work performance.     
     
3. Investigation Administration & Documentation: Maintains appropriate investigation documentation, evidence, files, and records for all investigations conducted.        

  • Develops standard operation procedures and guidelines for the proper maintenance, filing, and disposition of investigation documents and records.   
  • Develops and maintains comprehensive filing system to allow easy retrieval of investigation related information for civil, gaming and alcohol related activities.  
  • Preserves and protects written reports, documents, and physical evidence for use in presentations, legal proceedings or assisting law enforcement agencies involved in pursuing criminal and civil cases.
  • Assists law enforcement agencies investigating violations of criminal/civil cases as needed.  
  • Processes and maintains records regarding, self-exclusions, and barred person’s cases. 
  • Monitors and ensures all oral testimonies, video and digital surveillance records and other applicable documentary evidence is preserved and maintained to support investigation findings.  

4. Alcohol Licensing & Compliance: Manages alcohol licensing, inspections, compliance and enforcement requirements for all casinos and licensed businesses and enterprises.          

  • Monitors and ensures required alcohol inspections are conducted on all licensed premises in accordance with federal, state, and Community liquor laws and regulations.
  • Develops and maintains alcohol inspections schedules and ensures all inspections are conducted within specified time periods.  
  • Train new and existing Investigators on all alcohol licensing and enforcement requirements.  
  • Investigates potential violations and makes recommendations for penalties and license changes. 
  • Issues citations for revocation of liquor licenses, as applicable, to facilities that fail to comply with alcohol related policies and procedures.  
  • Notifies and ensures licensees are kept informed of changes in alcohol regulatory requirements.       

5.Vendor and Employee Licensing: Supervises and oversees background investigations for licensing for all perspective vendors and casino employees.

  • Monitors and ensures required criminal background checks and investigations are properly performed through appropriate tribal, city, state, and federal law enforcement agencies. 
  • Reviews and ensures all licensing is in compliance with Community Ordinance, and Arizona Gaming Compact. 
  • Evaluates all background investigations and ensures appropriate course of action as set forth in SRPMIC Ordinance, State, and Federal gaming laws. 

6.Miscellaneous:  Attends meetings and assist with departmental and other requirements as needed.      

  • Attends special meetings, training, conferences and seminars as required.  
  • Confers and conducts meetings with CRA and casino management staff, law enforcement and gaming agencies on investigation related issues and concerns.  
  • Acts as a role model, always presenting oneself as a credit to Community Regulatory Agency and encourage others to do the same.  
  • Maintains complete confidentiality at all times.  

7. Performs other job-related duties as assigned to support and enhance department operations.     

Knowledge, Skills, Abilities and Other Characteristics:

  • Knowledge of interpretation and application of federal, state, and SRPMIC liquor laws, regulations, and ordinances. 
  • Knowledge in basis law enforcement principles, practices, and procedures.  
  • Knowledge of Class II and Class III Gaming procedures. 
  • Knowledge of investigative techniques and principles. 
  • Knowledge of federal (including NIGC), state and SRPMIC internal controls, laws, rules, regulations, gaming compact and policies regarding Class II and Class III gaming operations. 
  • Knowledge of departmental policies, procedures and practices.        
  • Knowledge of federal, state and Community Gaming laws.
  • Knowledge of gambling and gaming practices, equipment and devices. 
    
  • Skill in supervising, managing, and evaluating staff. 
  • Skill in preparing and maintaining reports and records.  
  • Skill in operating computer and software (i.e., Word, Excel, etc.)
  • Skill in establishing and maintaining effective working relationships with federal, state, and tribal regulatory agencies, law enforcement, co-workers and the general public.  
  • Skill in preparing and maintaining reports and documentation necessary for investigation reports.  

  • Ability to provide leadership, supervise, train, and maintain good working relationships with staff, businesses, enterprises, and Community and gaming officials.  
  • Ability to communicate effectively orally, and in writing, with a diverse group of people, including employees, clients, general public, outside entities, administrative staff, and co-workers. 
  • Ability to produce written documents, with clearly organized thoughts, using proper sentence construction, punctuation and grammar, in a timely manner. 
  • Ability to conduct evaluations on employees clearly and concisely outline achievable goals for improving work performance.  
  • Ability to comprehend and make inference from relevant written materials, including basic mathematical calculations.  
  • Ability to use personal computer and related software to maintain database records and creates timely meaningful investigative reports. 
  • Ability to deal with individuals or groups representing diverse backgrounds, interests and points of view.
  • Ability to lift and carry a minimum of 25 pounds.  
  • Ability to stand, walk, and sit for long periods of time. 
  • Ability to recognize and extract relevant information from a number of sources and analyze the sources validity and veracity. 
  • Ability to use good judgment to make effective decisions.  

Minimum Qualifications

  • Education: An Associate’s degree, with Bachelor’s degree preferred in business, accounting, finance or a related field.  

  • Experience:  Any combination of experience conducting investigations, gaming, regulatory work, auditing or gaming licensing background. Supervisory experience in these listed areas is also highly desirable. 
    • A Bachelor’s degree may substitute for supervisory experience.    
    • Requires broad knowledge of casino gaming operations, rules, and internal control procedures. 
    • Must be able to obtain and maintain State Certification and a Tribal Gaming License.
  • Equivalency: Any equivalent combination of education and/or experience that would allow the candidate to satisfactorily perform the duties of this position, will be considered.

  • Underfill Eligibility: An enrolled Community Member who closely qualifies for the minimum qualifications for a position may be considered for employment under SRPMIC Policy 2-19, Underfill.     

Other Qualifications

May be required to work after normal work hours including non-standard hours during evenings or weekends.  Also subject to work environment with regular exposure to secondary smoke.
