RIGHT OF WAY FIELD SERVICES LEAD (La Crosse, WI)
Hiring Salary Range: $99,900-149,900 USD
Compensation is determined by a combination of factors, including but not limited to education, work experience, and certifications. The actual offer may vary, reflecting the candidate's unique blend of experience, educational background, and skill level.
The Right of Way Field Services Lead is responsible for leading the field work associated with the Right of Way (ROW) and Land Procurement activities related to Extra High Voltage (EHV) Regional Transmission Projects. Lead and direct the contingent Right-of-Way Agent staff with the negotiations of purchasing land, leases, and acquisitions of easements and settling damage claims. Develop and maintain public relations related to existing land management. Establish field offices and provide oversight, as necessary, for full operation of ROW related activities directed by assigned Manager.
The Impact You'll Make In This Role:
ESSENTIAL JOB FUNCTIONS:
1. Act as team leader for contingent right-of-way staff during all phases of the acquisition of land rights associated with regional transmission projects.
2. Direct and coordinate right of way project management activities of contingent Right of Way Agent staff within the Regional Transmission Projects Department.
3. Direct and coordinate informational programs and meetings to inform landowners of proposed new electrical system facilities.
4. Direct, and coordinate the abstracting of title information, reviews and supervises such work of others, including a search of all indices of records to establish record ownership and reveal all other interests of record, including encumbrances or other conditions of record that may affect the interest being acquired.
5. Direct and coordinate the formulation of a comparable analysis of market sales data, to establish equitable valuations used in the purchase of lands, leases, and acquisition of easements.
6. Direct and coordinate with the contingent ROW Technical staff in the preparation of legal documents used in the purchase and management of lands relating to the right of way (real estate) program.
7. Direct and support safety initiatives with contingent and internal right-of-way, appraisal, and survey staff.
8. Direct and coordinate the determination and negotiation of damage settlements incurred during construction projects.
9. Direct and coordinate the presenting of court exhibits at litigation proceedings.
10. Direct and coordinate the liaison with various governmental agencies and units of government.
11. Perform the duties of a senior Right of Way Agent.
12. Other duties as assigned.
Your Experience and Expertise:
MINIMUM QUALIFICATIONS:
Education & Experience: Bachelor’s degree in business, real estate or technical field with five (5) years progressively responsible experience in real estate or right-of-way. Equivalent combination of education and experience will be considered.
Skills: Working knowledge and understanding of engineering design and practices in regard to transmission lines and substations. Working knowledge of legal requirements and appraisal function as pertaining to right of way acquisition. Math ability to establish land size, production capacity, etc.
Licenses and Certifications: Senior Registration in International Right of Way Association. Valid Driver’s License. State of Wisconsin Real Estate Salesperson License. Appraisal, Legal or Survey licensing helpful but not required.

While performing the duties of this job, the employee is regularly required to talk or hear. Ability to sit, stand, walk over uneven terrain, crouch/stoop, bend, and reach and stretch. Environmental Demands: Frequently work in all weather conditions. May involve some exposure to fumes or dust.
Other Job Characteristics: Position is primarily informal, with both routine and variable tasks. Must be a team player and be prepared for work that can be fast paced and high pressure. May include some over-night travel throughout the service area. Ability to work under minimum supervision. Frequent external contacts.
