The Real Estate Branch combines real estate and land development expertise to create synergies across a diverse portfolio: we own, lease, maintain and operate the City’s inventory of property including land, buildings and facilities. Our Branch provides expert real estate services to the corporation and integrates multiple interests so that Council can achieve its vision.
The Land Development section functions as a land developer on behalf of the City of Edmonton by making investments to City owned land that is not required for municipal purposes to increase its financial and social value, before sale. To complete this work, we carry out the full range of land development activities from due diligence, planning to construction. Our team manages a diverse portfolio that includes greenfield residential, mixed-use, commercial, and industrial land; surplus land; surplus school sites and many more. We also provide expert land development support, advice and recommendations to areas throughout the corporation.
This position will report directly to the General Supervisor, Land Development Delivery (Senior Engineer) and provide administrative and technical support in the delivery of a wide variety of land development projects. You will utilize your excellent communication skills while exercising good engineering judgment to resolve issues, find solutions and advance projects.
What will you do?:
Lead and/or support a diverse project team of consultants, contractors, and partners, both internal and external, to achieve project objectives
Support the development of multiple complex projects in various phases including planning/conceptual, design, construction and warranty/close-out, as well as provide assistance to other areas during acquisition and sale of land
Prepare feasibility work related to potential land development projects by reviewing planning and technical reports, drawings and other sources of information to ascertain a sites servicing requirements / constraints, create concepts and evaluate its development potential
Prepare proformas for land development projects accounting for all costs including revenue and recoveries while noting all assumptions
Utilize land development and engineering knowledge to assist other areas within the City by providing opinions and potential solutions to issues or questions related to land development
Communicate and collaborate with internal and external partners in a constructive, solutions based approach to resolve technical issues and advance projects while building relationships and aligning with Land Development, Real Estate Branch and City goals
Prepare clear and concise emails, reports, memos, Council and Committee reports which may involve explaining highly technical information in a simplified manner to an audience with no related technical background
In the capacity as owner/client, review and comment on technical deliverables submitted by consultants to ensure scope of work is adequately addressed
Review invoices and progress payment certificates and recommend payment for consultants and contractors
Bachelor's Degree in a related field of Engineering such as Civil Engineering
Must be a Professional Engineer (P.Eng) in good standing and registered with APEGA. Applicants in a different Canadian jurisdiction eligible for Inter-Provincial Mobility (IPMA) with APEGA may be considered. Registration with APEGA must be obtained prior to commencement of employment
A minimum of four (4) years of engineering experience in land development with progressively increasing levels of responsibility
Skills required for success:
Knowledge of land development process, including conceptual / preliminary engineering, detailed design, construction, warranty / closeout
Experience in land development approvals process as well as familiarity with typical construction practices related to land development projects, including construction of earthworks, sewer and water, roadways, power / streetlighting and landscaping
Experience with procurement of construction and consulting services including creation of tender documents, scope of work and evaluation criteria
Knowledge of design and construction standards, specifications, bylaws and legislation as they relate to land development
Well-developed written and verbal communication, problem-solving, diplomacy and negotiating skills in dealing with consultants, contractors and landowners in an often politically charged environment
Skill in producing project budgets, proformas and cost estimates at various stages of a project
Understanding of the City’s Permanent Area Contribution (PAC), Arterial Roadway Assessment (ARA) and Over Expenditure (OE) systems
Ability to analyze complex technical information and construction site conditions and make timely decisions
Ability to plan and coordinate multiple activities and projects; meet critical deadlines and prioritize work

Conditions of Employment:
Valid Alberta Class 5 driver's license (or provincial equivalent). Must have own vehicle to be able to travel to sites. Mileage to be reimbursed in accordance with the City of Edmonton policy. This may require business auto insurance
