Basic Function
As part of the Contracts and Internal Functions Group, conducts cost/price analyses of contracts, performs Buy America compliance reviews, and participates in audits of assigned organizational and functional activities; evaluates key risks and the adequacy and effectiveness of the management controls over those activities; determines whether organizational units are performing their responsibilities in compliance with management instructions, applicable laws and regulations, statements of policy and procedures, and in a manner consistent with METRO objectives. Performs duties in a safe, efficient manner and in compliance with all applicable rules and safety procedures.
Responsibilities and Specific Duties
- Surveys functions and activities in assigned areas to determine the nature of operations and the adequacy of the systems and controls to achieve established objectives in the Contracts or Internal Functions Department
- Determines or assists in determining the objectives and scope of the proposed audit effort.
- Determines or assists in determining the initial audit program steps for planning, fieldwork and reporting.
- Performs the audit in a professional manner and in accordance with the approved audit program, audit department policy, Generally Accepted Governmental Auditing Standards (Yellow Book), applicable Institute of Internal Auditors (IIA) standards, and Federal Transit Authority (FTA) regulations.
- Obtains, analyzes, and appraises evidentiary data as a basis for an informed, objective opinion on the adequacy and effectiveness of the control activities being reviewed.
- Makes or assists in making presentations to management during and at the conclusion of the examination, discussing deficiencies, recommending corrective action, and suggesting improvements in operations and reductions in cost.
- Prepares clear and concise formal written reports describing the review’s objectives, audit findings, and recommendations for remediation as needed.
- Appraises, or assists in appraising the adequacy of the corrective action taken to improve deficient conditions
- Provides excellent customer service to METRO internal and external customers.
- Applies SMS (Safety Management System) methods and principles in daily routine and supports all aspects of the agency’s Public Transportation Agency Safety Plan (PTASP).
- Promotes safety awareness and follows safety procedures to reduce or eliminate accidents.
- Performs other job-related duties as assigned.
PAy Range: $68,000 - $89,300
Education Requirement
Bachelor’s degree in Accounting or associated discipline.
Years & Experience Required
Minimum two (2) years’ experience in internal audit, or four (4) years of combined relevant experience in areas such as public accounting, internal audit, government procurement and contracts, federal, state, and local government compliance, operations, financial analysis or financial reporting. Government contracts experience for Contract Group’s audit projects preferred.
Knowledge & Skills Required
Good interpersonal, analytical, organizational and writing skills; CPA, CIA, CFE, or CISA preferred.
