About the Department

The City of Norfolk’s Department of Human Services (NDHS) provides a wide range of essential services to its citizens. These services are crucial in supporting the wellbeing of the community and ensuring that all citizens have access to the resources they need. NDHS is committed to providing such comprehensive support to its citizens.
The Norfolk Juvenile Detention Center (NJDC) is a secure and controlled facility which houses juveniles who are ordered detained pursuant to the Code of Virginia. The NJDC operates under the auspices of the City of Norfolk, Department of Human Services in affiliation with the Commonwealth of Virginia’s Department of Juvenile Justice.
Position Duties
- Maintains safety and security by supervising youth and staff, monitoring security cameras, responding to violent situations and implementing and enforcing policies and procedures.
- Provides direct supervision of clients by observing clients' daily routine inside and outside the facility and transporting them to and from school, doctors’ appointments, court, and hospitals.
- Participates in counseling by leading or facilitating groups, activities, and interventions.
- Documents daily and weekly contacts by writing weekly and quarterly reports and court reports to be provided to the courts.
- Create reports for incidents which may occur during the workday.
- Constantly monitor potential issues and provide timely intervention to prevent escalations.
- If de-escalation fails, the employee must provide timely physical intervention up to and including physically restraining violent youth.
- Escort youth to and from their daily activities.
- Must demonstrate the ability to pass and maintain all required DJJ/NJDC trainings in a timely manner.
Minimum Qualifications
Work requires broad knowledge in a general profession or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.
No experience required.
Other Qualifications
- Valid Driver's License.
- Crisis Intervention.
- First Aid/CPR Certification within six months of hire.
- Shifts are 6:30am – 2:30pm, 2:30pm – 10:30pm and 10:30pm – 6:30am (8 hours per shift)
- No rotating shifts
- 32/hours a month minimum
