About the Department

The City of Caldwell Wastewater Treatment Plant is looking for a Collections and Maintenance Coordinator. Individual will coordinate multiple workgroups and staff performing operation, construction, maintenance and repair services to wastewater collection systems and flood control facilities, including gravity sewer lines, sewer lift stations, pressure sewer lines, pressure reducing valves, air relief valves, CCTV projects and other field related infrastructure and related components. The work is performed under the direct supervision of the Wastewater Superintendent with leeway granted for independent judgement and initiative. The principal duties of this class are performed indoors and outside in varying weather conditions and has a daily potential for hazardous exposure to electrical shock, industrial wastes and raw sewage.

Position Duties

  • Ensures projects are completed and compliant with all specifications in a safe and efficient manner by scheduling duties and performing onsite inspections.
  • Assigns tasks to subordinates related to the maintenance and services of the city's collection systems.
  • Ensures that the maintenance and collections teams are completing projects to required specifications
  • Plans work assignments based on budget constraints, equipment needed, system backup availability and customer usage.
  • Adjusts schedules to account for critical nature of systems or facilities and environmental factors.
  • Exercises direct supervision over supervisory and technical support staff through subordinate levels of supervision.
  • Reviews and evaluates the work of subordinates.
  • Provides training regarding work methods and procedures.
  • Responds to complaints regarding Sanitary Sewer Overflows (SSO), status of work projects, and related questions from the general public.
  • Assists with internal and contracted project design. Provides oversight to contractors.
  • Assists general sewer users with compliance.
  • Organizes and provides documents for reports, audits, compliance matters, and permit related testing.
  • Provides input regarding design and installation of equipment, controls, and related below ground electrical, process control and Supervisory Control And Data Acquisition (SCADA) systems.
  • Provides professional or technical expertise and decisions pertaining to maintenance, construction, operation, and repair to city utilities and related systems.
  • Assists with the preparation and review of bid specifications for purchase of large equipment, mechanical and electrical equipment, and related components.
  • Reviews and makes recommendations on acceptance of bids for equipment.
  • Inspects orders for conformance with specifications.
  • Utilizes computer applications, spreadsheets, and database management systems to prepare and maintain records including work orders, accident reports, and construction, maintenance, and repair requests.
  • Ensures tools, equipment, cables, and special machinery are maintained in good operating condition.
  • Makes requests for location of underground utility lines.
  • Oversees installation of flow meters and repairs on manholes.
  • Reviews Closed Circuit Television (CCTV) inspection results and prepares outside contractor rehabilitation projects or specifications for in-house construction work.
  • Directs and motivates the work of others; and coordinates corrective action.
  • Maintains an effective working relationship and positive public relations between the city, industrial company officials and representatives, and governmental agencies.
  • Consistently keeps supervisor and relevant team members informed about work progress, current and potential issues, and proactively suggests new or improved solutions to address challenges.
  • Attends approved meetings, conferences, workshops, training sessions, and remains current on the principles, practices, and developments in assigned work areas.
  • Responds to questions and comments in a courteous and timely manner.
  • Communicates and coordinates regularly with others to maximize the effectiveness and efficiency of interdepartmental operations and activities.
  • Adapts to changes in work assignments and methods promptly and efficiently.
  • Performs other duties as assigned.

Minimum Qualifications

Education, Training, and/or Experience Required:

  • High school diploma, GED, or Associates degree.
  • Eight (8) years' experience in operation, construction, and maintenance of wastewater collection system infrastructure, equipment, and facilities.
  • Five years in a lead or supervisory position.
  • Any equivalent combination of experience, education, and training which provides the knowledge, skills, and abilities necessary to perform the work.
 Licenses, Certifications and Other Requirements: 
  • Class IV Wastewater Collections System Operator certification issued by the State of Idaho
  • Current and valid Commercial Driver's License B with no restrictions and Tanker Endorsement.
  • Subject to after hours on call, call back and varying shift hours, including evenings and weekends.
  • Must live within a 30-minute service response area.
  • Must complete .6 continuing education units in Wastewater annually.
  • Successful completion of pre-employment background check and drug test.
