Position Objective
Performs difficult work providing overall support, direction and management for all of the Income Maintenance programs, Child Support and Child Protection Services, managing program planning, service design and program implementation especially related to the Income Maintenance Programs, Child Support and Child Protection Services, conducting research on agency needs, changes in legislation and opportunities to improve efficiency, customer services and analysis of State and Federal Performance Measures, facilitating strategic planning for projects, yearly budget analysis and implementation of new programs, technology changes and staffing, facilitating meetings with supervisors, partners, and advisory committees at both the state and local levels, supervising assigned personnel, serving as department director when needed in absence of the Health and Human Services Department Director, and related work as apparent or assigned. Work involves setting policies and goals under the direction of the Health and Human Services Director.
Supervision is exercised over all division personnel.
Essential Duties and Responsibilities
As a member of the Health and Human Services Management Team the person holding this position will focus on a complex array of services to ensure the protection, safety of children and families and persons needing economic and health care supports. This position will ensure compliance with federal and state laws while planning, developing, and implementing programs to meet the highly diverse needs of these vulnerable and challenging populations. This position manages the following: Children’s Services, Child Support Services, and Financial Assistance programs. Holds responsibilities in matters of budget development, oversight and management, and collaborations internal and external to the County through its’ Health and Human Services Department.
Examples of Duties and Responsibilities
Hires, trains, supervises, and evaluates personnel; supervises case management decisions; provides clinical support, consultation, and conflict resolution; manages the integration and coordination of all services related to programs under assignment. In an administrative team environment with uniform standards and procedures; assists with program planning, development, budgeting and priority setting; establishes programmatic goals, assures continuous quality improvement, and evaluates program impact. Assures that the County through its’ Health and Human Services Department follows State and Federal statute and rule relative to the programs of the Division. Following county protocol, holds responsibilities in contract and resource development. Establishes and maintains collaborative working relationships with other departments, divisions, and community organizations to ensure a coordinated service network; represents the Health and Human Services Department at various community meetings, public events, and provides for public education of services; provides feedback and recommendations to the Department Director, Human Services Committee, and County Board. Demonstrated skill in oral and written presentation, holding a best practice and data driven decision making perspective.

Direct Supervision and Consultation 35%
Provides leadership and supervision to personnel of the Division. Clinical support, team consultation, recruitment, assures the delivery of annual evaluations, identifies personnel training needs and develops training plans. Participates in hiring process for all supervisors and staff. Ensures ongoing training of staff in participatory decision-making, problem solving, conflict management, consensus building and customer service. Assures all personnel of the Division receive regular supervision. Within the authorities of the county, seeks to maximize revenue sources for operations of the service area under consideration.
Program Administration 25%
Supporting continuous quality improvement, sets priorities, identifies and manages goals and outcomes for the service area to assure compliance of federal/state statutory mandates and grant obligations. Manage and monitor program budgets and grants so that adequate resources are available for the services required. Supports continuous quality improvement, excellent outcomes, and program evaluation within the Division and as part of the overall performance of the HHS Department. Follows legislation state and federal, keeping Department, Department administration and interested others appraised of proposed and actual legislation and the effects of same on the county, and services to persons near or under the responsibilities of the HHS Department. Demonstrates a high degree of teamwork with Department Director and all Division Managers of the local HHS Department
Program Development and Evaluation 25%
Responsible for ongoing program outcome evaluation and analysis. Researches, plans, develop, and implements new programs to respond to changing community needs and changes in the law. Participates in various committees to ensure community involvement and service coordination occur, i.e. Chisago County Collaborative Steering Committee, Early Intervention Committee. Convenes and facilitates the Child Protection Multi-Disciplinary Team. Resolves community and client complaints and conflicts. Is responsible for service delivery and written policies and procedures and orientation of same.
County and Interagency Representation 15%
Represents Department and County at local, regional and state levels through statewide associations, workgroups, and collaborations. Fosters effective collaborations with internal and external partners to the HHS Department and programs under management. Provides public education and coordination of services in the communities of Chisago County or other designated service areas.

- Follows County and Department Policies and Procedures.
- Keeps and Maintains Automobile Insurance and valid Driver’s License at all times.
Desired Minimum Qualifications
- A master's degree from an accredited college in social work, behavioral sciences, human services administration, public administration or closely related field and one year of managerial or second level supervisory experience in a public or private social services/human service agency; or three years of supervisory experience as a social services supervisor or equivalent in a human service agency.
Or
- A bachelor's degree from an accredited college/university and three years of managerial or second level supervisory experience in a public or private social services/human services agency; or five years of experience as a social services supervisor or equivalent in a human services agency.
