Duties

As an Emergency Management and Marketing Specialist, some of your duties will include but are not limited to: Responsible for power scheduling, energy accounting, reporting and statistical information requests. Responsible for having a thorough working knowledge of all national, regional, and/or organized market interchange scheduling criteria and actions to be taken to comply with these criteria. Provide energy management and marketing services for energy resources assigned to the EMMO that may include customer account portfolios. Balance loads and/or demand to resources each hour utilizing generation, sales, purchases and transmission assets in the most economical and efficient manner.. Develop plans of resource utilization for the shift, and each hour therein, based on generation schedules, hydro release criteria, forecasted firm loads, purchase power resources, and surplus sales for the day. THIS IS A DEVELOPMENTAL POSITION TO THE FPL AD-4.

Requirements

Must be a U.S. Citizen or National. This employer participates in the e-Verify program. Males born after 12/31/1959 must be registered for Selective Service. A valid State driver's license is required. The incumbent must be at least 18 years of age, able to obtain and maintain Defensive Drivers certification. Defensive Driver's Training will be completed upon employment. Occasional travel may be required with overnight travel possible during all or part of the time. The duties of this position may require the incumbent to be placed in a 24/7 short notice call out (on-call) status on a rotational basis. Regular and recurring overtime, irregular and/or shiftwork and to include rotating shifts, nights, weekends, and/or holidays is required. Limit your resume to no more than two (2) pages. Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. SPECIALIZED EXPERIENCE: Applicants must possess one year (52 weeks) of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal service. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. The experience need not have been in the federal government. To qualify for the AD-3/GS-11: Applicants must have one year (52 weeks) of specialized experience equivalent to the AD-2/GS-09 grade level in the Federal service. This experience includes ALL the following: Implementing real-time power marketing practices. Applying energy accounting procedures related to energy scheduling. Knowledge of North American Electric Reliability Corporation (NERC) and the Western Electric Reliability Council (WERC) interchange scheduling policies and procedures including e-tagging. Analyzing and/or operating in Energy Imbalance Markets (SPP WEIS/CAISO EIM) and/or Fully Integrated Markets (MISO, CAISO, SPPIM). OR SUBSTITUTION OF EDUCATION: Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher-level graduate education leading to such a degree; or LL.M., if related. OR A combination of education and experience to successfully perform the duties of the position. To qualify for the AD-4: Applicants must have one year (52 weeks) of specialized experience equivalent to the AD-3/GS-11 grade level in the Federal service. This experience includes ALL the following: Applying e-tagging standards for energy delivery. Proficient with OASIS system for understanding transmission outages and the purchase of point-to-point or network transmission products. Coordinating with both internal and external customers, analyzing data, and providing innovative solutions to complex and/or sensitive issues that occur in a dynamic real-time energy trading environment. Understanding the interactions of emerging energy markets and the effects on bilateral markets and power scheduling. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL DEMANDS: Work is primarily sedentary and requires sitting at a desk for long periods of time with intense concentration. It also requires walking, standing, bending, carrying light items such as books, and regular telephone use. The incumbent shall generally work variable 12-hour shifts which regularly include nights, weekends and holidays and short-notice coverage. The incumbent will be working at a computer terminal and will also be required to travel occasionally. WORK ENVIRONMENT: Work is performed in an office setting.

Salary negotiation may be available for those candidates who are new to Federal service.
