Manages the daily activities of analysts and Leads in the Budget branch of the Budget and Forecasting Section. Plans, assigns, and supervises the work of staff and provide guidance in the development and implementation of the Departments operating budget. Oversees the development, coordination, and preparation of the Department’s Legislative Appropriation’s Request (LAR) and Biennial Operating budget. Responsible for leading and overseeing key budget activities, including but limited to, agency fiscal notes, Division and District budget adjustments, methods of finance (MOF) and object of expenses (OOE), and the Department’s Full-time Equivalent (FTE) cap. Reports directly to the Director of Budget and Cash Forecasting and provide support and recommendations on key financial decisions. Employees at this level are virtually self-supervising and assume direct accountability of their work product.
Essential Duties:
- Provides senior level leadership in budget planning, oversees the development of establishing goals and objectives.
- Oversees the daily operations and activities of Financial Management Division Budget teams.
- Plans, assigns, and supervises the work of staff.
- Ensures projections are incorporated into agency and division budgets as appropriate. Projects, analyzes, and reports available departmental funding by methods of finance using complex financial models.
- Oversees the development, coordination, preparation, completion, and implementation of the agency annual operating budget.
- Oversees the preparation of Legislative Appropriations Requests (LAR) and Governor’s Office of Budget and Legislative Budget Board Operating Budget.
- Reviews draft District and Division budget requests; makes necessary revisions for accuracy and conformance with instructions and recommendations.
- Prepares, reviews, and analyzes cost estimates and fiscal notes for proposed legislation. Reviews fiscal impacts of proposed rules for adoption.
- Responds to budgetary inquiries from internal and external requestors.
- Additional task and assignments as assigned.

Minimum Qualifications:
Education:
Bachelor's Degree in Accounting, Finance, Business Admin/ Management or related discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications
Experience:
4 years of experience in budget-related work. (Experience can be satisfied by full time or prorated part time equivalent).
Must have one (1) year supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience.
Licenses and Certifications:
Valid driver’s license. This position requires driving a state vehicle.
Preferred Qualifications:
- Experience developing the Legislative Appropriation's Request (LAR) and knowledge of state and federal statutes, policies, and procedures.
Competencies:
- Knowledge of state government accounting, budget, and of the State of Texas legislative processes and procedures.
- Skill in analyzing complex financial data.
- Skills in computer software including but limited to Excel, Word, Access, and PeopleSoft
- Ability to manage, train, and develop staff.
- Ability to identify problems, evaluate alternatives, and implement effective solutions.
- Ability to develop and evaluate administrative policies and procedures.
- Ability to explain policies and procedures to others.
- Ability to train others.
- Ability to plan, assign, and/or supervise the work of others.
- Ability to communicate, orally and in writing, effectively with others
Physical Requirements and Working Conditions:
- Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
- Sitting - prolonged periods of time
- Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
- Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
