Are you an urban forestry professional ready to join one of the Pacific Northwest's premiere programs? We are looking for a passionate and skilled team member eager to help us responsibly maintain Eugene’s urban forest. Our program is responsible for maintaining and managing over 65,000 trees located throughout our city’s right-of-way. This is a professional entry level field arborist position with job responsibilities that include street tree pruning and removal, hazard abatement, storm and emergency response, tree planting and establishment watering. We are looking for someone who is passionate about trees and is eager to learn and refine their skills with us. Our Urban Forestry team is comprised of eight municipal arborists in a range of classifications from Park Specialists to Natural Systems Specialists. The team is highly credentialed, with every team member certified as an ISA Arborist and many holding multiple additional ISA certifications including Municipal Specialist, Tree Risk Assessor, Tree Worker/Climber Specialist and Board Certified Master Arborist. Our mission is to maximize the social, economic and environmental benefits of Eugene's urban forest and to minimize its costs and liabilities by means of adaptive management and community engagement.

Eugene's Urban Forestry program is part of City's Green Infrastructure Section and works within the Parks and Open Space Division. The Green Infrastructure Section is focused on managing living resources located within the public right-of- way including the urban forest, green stormwater facilities, vegetated medians and specialty landscapes.

The City of Eugene is located in the Willamette Valley, which offers a wide range of recreational activities to residents and visitors. Home to the University of Oregon, Eugene is a progressive community with engaged residents, a vibrant arts community and is known as Track Town USA; hosting national and international track and field events. Eugene offers many of the amenities of a larger city while retaining the feel and characteristics of a smaller city including a strong sense of community and a short commute to work with little traffic congestion.

Must maintain an active cell phone and be available and respond to emergency call-backs, as required.
   
NOTE: Employees hired in Park Specialist 1-2 positions are required to participate in a two-year cross-training program. During this period, employees will rotate to other operation crews within the Parks & Open Space Division, serving approximately one week on each crew.  After an employee has successfully completed all rotations and demonstrated basic proficiency levels in each skill area, an employee's position will be eligible to flex to the semi-skilled/skilled Park Specialist 2 level.

Salary Range:   $25.13 - $31.31/ hourly; $52,270.40 - $65,124.80 / annually

About Limited Duration Positions:

  • Limited Duration positions are eligible to work up to two (2) years.

  • If you are a current Limited Duration employee, you will not have rights back to your Limited Duration position. 

  • Employees hired into Limited Duration positions will be members of the AFSCME bargaining unit and covered by the contract except for items outlined below:

  • Limited Duration employees are at-will and do not have a probationary period; they accrue no seniority, have no bumping or layoff provisions, and have no discipline or discharge rights.

  • Limited Duration employees are eligible for health care coverage for themselves but must pay for dependent health care coverage.


Position Duties

**Please note: actual assigned duties will depend on the skill level of the employee**

Responsible for maintaining trees in the City's right-of -way areas and parks; responds to service requests and hazardous trees and limbs. Example of duties include aerial lift operation, tree climbing, brush chipping, flagging, raking limbs, tree removal, stump grinding, and assisting with pruning trees.

Minimum Qualifications

 A typical way to obtain the knowledge and abilities would be:

Experience:
One year manual work in grounds keeping, parks and/or natural area maintenance. Previous direct experience working in the tree care industry is preferred.

License or Certificate:
Valid Oregon driver's license, or ability to obtain by date of hire; must pass driving records check and, if hired, maintain a driving record that meets the City's standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355).
 
Ability to obtain, and maintain, a valid Oregon State Class "A" commercial driver's license with appropriate endorsements within one year of hire date.
 
International Society of Arboriculture Certified Arborist credential required within two years of hire. *Please note - To be eligible for the ISA Certified Arborist exam, you must have one or both of the following:

  • Three or more years of full-time, eligible, practical work experience in arboriculture and/or
  • A degree in the field of arboriculture, horticulture, landscape architecture, or forestry from a regionally accredited educational institute

ODOT Flagger certification required within one year of date of employment.

The Ideal Candidate will have the following knowledge, skills, and abilities:

Knowledge of
Basic arboriculture principles, practices, materials, and equipment.
 
Equipment and practices involved in tree maintenance.
 
Safe tree climbing and aerial lift truck operation.
 
Basic principles of maintaining equipment.
 
Safety rules (ANSI Z133) and identification of safety hazards.
 
Work effectively at heights.
 
Learn new skills, tasks and equipment operations as required.
 
Perform strenuous physical work outdoors in varying weather conditions, sometimes in confined spaces and uncomfortable conditions.
 
Perform manual tree maintenance related duties in area of assignment.
 
Operate vehicles, trailers, and other specialized equipment involved in tree maintenance.
 
Provide excellent customer service to a wide variety of customers.
 
Work independently, or as part of a crew.
 
Follow oral and written instructions.
 
Assign, lead, train, and review work of seasonal employees; as Park Specialist 2, plan, assign, and review work of Park Specialist 1 staff.
 
Select, and care for plants.
 
Maintain accurate records.
 
Identify hazards and perform all work to established safety practices.
 
Provide and wear personal protective equipment as required.
 
Communicate effectively and courteously with City employees and the public; establish effective working relationships.
 
Be available and respond to emergency call-backs as necessary.
 
Use computers and mobile devices for time and task tracking, email, etc.

Other Qualifications

Physical Requirements/Working Conditions
Work is typically performed outdoors in field environment with exposure to all weather conditions including travel from site to site and indoors within various building facilities. May be exposed to heights, overhead hazards, sharp objects/needle sticks, insect/dog bites, moving objects/vehicles, dust/noise/vibration, hostile transients, smoke/fumes/odors, gasses, cramped quarters, inclement weather conditions, slippery surfaces, toxic/caustic chemicals, and biological waste. Use and operation of City vehicle, variety of hand/power tools, backpack blowers, pressure washers, chain saws, hoses, irrigation equipment, mowers, carts, gators, sweeper, equipment trailers, tractors, backhoe, and dump truck. As needed will be required to wear respirator, goggles, face shield, safety shoes, gloves, rain gear, hearing protection, dust mask, hard hat, and other PPE equipment as needed.

What to Expect from our Selection Process: Applicants are screened based upon their relevant knowledge, abilities, skills, experience, and training. The selection process varies according to the position and can include such things as screening of supplemental questionnaires, written or skill tests, ability or fitness tests, interviews, and assessment processes. In addition, background investigations and records checks may be required. Some positions also require applicants to have a psychological evaluation and/or physical examination and a drug test prior to employment.
