The LA County Board of Supervisors recently declared a local state of emergency for homelessness, and the County is working to revise and expand our response to help all who are affected. We are looking for qualified and passionate individuals to help us in the mission of addressing issues like housing, mental health, and substance use. The Department of Homeless Services and Housing is seeking qualified candidates to fill emergency Departmental Financial Manager III vacancies related to the homelessness crisis.

Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.

During your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.

Those who successfully pass the assessment will be considered for permanent appointment to Departmental Financial Manager III.

Position Duties

  • Plans, directs, and evaluates complex departmental financial management functions, including budget, accounting, fiscal operations, financial reporting, and analysis.

  • Oversees the development, implementation, and monitoring of the department’s annual budget to ensure compliance with County directives and organizational priorities.

  • Manages the department’s accounting systems, including cost, revenue, billing, and trust accounts; interprets regulations and advises management on financial impacts.

  • Provides financial counsel to management on budgetary status, funding reallocations, and the fiscal implications of current and proposed operations.

  • Directs the preparation and submission of internal and external financial reports, ensuring accuracy and compliance with applicable requirements.

  • Develops short- and long-term financial plans and contributes to strategic financial planning for the department.

  • Administers internal controls and conducts audits to ensure compliance with County policies and sound fiscal practices.

  • Analyzes legislation affecting department revenues, budgets, and collections, and advises on necessary adjustments.

  • Leads cost and efficiency studies; recommends and implements policies and procedures to improve financial operations.

Minimum Qualifications

Minimum Requirements
Option I: Graduation from an accredited college or university with a Bachelor's degree* or higher in Business or Public Administration, Management, Finance, Accounting, Economics, or a closely related field - AND - Two (2) years management experience** directing through subordinate supervisors the analysis, preparation and ongoing administration of a departmental or organizational budget, accounting, fiscal or auditing program.

Option II: Four (4) years management experience** directing through subordinate supervisors the analysis, preparation and ongoing administration of a departmental or organizational budget, accounting, fiscal or auditing program.

**Management experience is defined as experience making major recommendations and taking actions that have a direct and substantial effect on the agency and the programs. Managers organize, plan, implement, and control functions and programs; develop and implement policies, procedures, and guidelines; formulate short-term and long-term goals and objectives; direct and supervise staff through subordinate supervisors; allocate resources; formulate budgets; determine staff training needs; etc.

License
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

Physical Class
II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
