The Deputy Director of Community Services is responsible for assisting in the professional, administrative, and supervisory work in directing, coordinating, and managing all services and programs assigned to the Community Services department including public works, parks and recreation facilities and programs, fleet management, facilities maintenance, cemetery operations and maintenance, right-of-way maintenance, landscaping services, and special events support. Responsibilities include establishing priorities, providing for the effective utilization of employees, equipment and materials, reviewing work in progress and assuring that projects are completed in accordance with plans, instructions, and specifications. Supervision is exercised directly and through various supervisors to include managers, superintendents, supervisors, and foremen over staff. Incumbent may be designated to act in the absence of the Director. Considerable independent judgment and initiative in the performance of duties is imperative. Receives general administrative direction from the Director of Community Services. As assigned, this position will have administrative and management duties and responsibilities.
ESSENTIAL FUNCTIONS (Without Accommodations):

- Computer literate and keyboard/mouse proficient.

- Must have ability to safely operate a motor vehicle and obtain/maintain a Florida driver’s license in performance of job.
- Able to obtain/maintain necessary unaccompanied access clearance to the City of Key West Emergency Operations Center.
EQUIPMENT TO BE USED:
- Proficient in the use of technology including personal computer and software programs, two-way radio, office equipment, basic tools and City Vehicles.
PHYSICAL AND ENVIRONMENTAL WORKING CONDITIONS:
- Position requires prolonged sitting, standing, walking on slippery, level and uneven surfaces, kneeling, squatting and stooping in the performance of daily activities.
- Repetitive hand movement and fine coordination are necessary to prepare reports using a computer keyboard.
- Good vision – both near and far - is necessary to read written reports and work-related documents.
- Acute hearing, either aided or unaided, is a must to provide phone and personal service.
- Must be able to drive motorized vehicles.
- Must be able to lift, drag and push files, paper, documents and equipment weighing up to 25 pounds.
DUTIES/ TASKS/ JOBS:
- Provides general assistance to the Director of Community Services.
- Performs specialized assignments designated by the Director of Community Services.
- Assists in the administration of department programs, plans, schedules and assignment of projects.
- Supervises, coordinates and directs assigned supervisory personnel in public works, parks and recreation facilities and programs, fleet management, facilities maintenance, cemetery operations and maintenance, right-of-way maintenance, landscaping services, and special events support in administration, operation, maintenance and security.
- Interprets, explains and applies applicable laws, codes and regulations; read, interpret and record data accurately; organize, prioritize and follow-up on work assignments; analyze a complex issue and develop and implement an appropriate response; observe safety principles and work in a safe manner.
- Evaluates work of all personnel assigned, including disciplinary issues as required.
- Assists in the development and implementation of departmental policy and procedures to maximize the use of staff and fiscal resources.
- Assists in the management, supervision, and maintenance of city-owned facilities and vehicles.
- Responsible for the proper training and education of staff.
- Prepares periodic and special reports as assigned.
- Meets with contractors, vendors and others as required addressing major department issues.
- Oversees and reviews construction, repairs and renovations to City facilities.
- Responds to after-hours emergencies and assures that appropriate employees are dispatched to resolve problems.
- Provides for the layout and installation of sidewalks, streets, signage and other maintenance of traffic issues in conjunction with the Engineering department.
- Determines necessary manpower and equipment needs for special events and incidents.
- Attends City Commission meetings, interagency meetings, advisory boards, neighborhood groups, and other private agencies as assigned; makes presentations as required.
- Creates the agenda and heads the Parks and Recreation Advisory Board meetings.
- Ensures that the public is informed of available programs and facilities offered by the City to ensure a high quality of life through public speaking, articles, and other media opportunities.
- Assists in the development, implementation, and management of the departmental budget including operating funds and capital improvements.
- Conducts periodic inspections of city streets, sidewalks, right-of-ways, and facilities for safety, cleanliness, and serviceability; issues directives to correct deficiencies.
- Reviews job applications, interviews candidates for open department positions and recommends candidates for hire.
- Performs as a key member of the Emergency Operations Center team; position is designated as essential city personnel.
- Follows all City and Departmental policies, procedures, rules, regulations, and ordinances.
REQUIRED KNOWLEDGE/ SKILLS/ ABILITIES/ QUALIFICATIONS
- Knowledge of and ability to prepare short- and long-range repair and maintenance plans.
- Knowledge of and ability to prepare reports, evaluations, and schedules as necessary, and in preparing budgets.
- Knowledge of maintenance of city-owned facilities and property such as parks, buildings, and right-of-ways.
- Ability to perform long and short-range planning.
- Considerable knowledge of equipment, materials and supplies required for public works projects.
- Considerable knowledge of repair cycle and life expectancy of equipment; ability to prepare equipment maintenance repair analysis, equipment replacement schedule, and equipment usage reports.
- Ability to manage coordination of labor, materials and supplies to complete projects on a timely basis according to plans and specifications.
- Substantial diplomatic skill required to deal credibly and effectively with the public.
- Knowledge of professional principles, methods and procedures of public recreational services and administration.
- Ability to communicate effectively and clearly, both verbally and in writing.
- Ability to plan, direct and coordinate a wide range of departmental programs and facilities.
- Ability to plan, direct and supervise the work of employees in a manner conducive to full performance and high morale.
- Ability to create a positive image to the public relative to the community services department mission.
- Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials.
- Possession of and ability to maintain a Florida driver’s license.
- Knowledge of emergency management operations.
- Able to be contacted in a timely and efficient manner.
- Any combination of education and experience that has provided the knowledge, skills and abilities necessary for a Deputy Director of Community Services. Possess the equivalent of five years of increasingly responsible experience in public sector and municipal management including three years in a supervisory or management capacity and a Bachelor’s Degree in public or business administration, management,finance or a related field.
- Professional certification(s) is highly desirable.
- Thorough supervisory experience in a related or comparable organizational setting.
