Noblis is seeking a Deputy PM to support Nuclear Policy Strategy & Policy. This will be an onsite position at the Pentagon. This position is part of a proposal effort and is contingent upon contract award.
Responsibilities:
- Serve as the Government’s primary POC and to provide overall leadership and guidance for all Contractor personnel.
- Responsible for the quality and efficiency of the contract to include both technical issues and business processes.
- Assigning taskings to Contractor personnel, supervising on-going technical efforts, and managing overall contract performance.
- Additionally, the Deputy PM shall be readily available to respond to Government questions, concerns, and comments; and, shall be proactive in alerting the Government to potential contractual or programmatic issues.
- Overseeing and coordinating one or more programs to achieve strategic objectives and organizational goals.
- Utilizing their expertise in project management, stakeholder engagement, and leadership to plan, execute, and monitor program activities, ensuring alignment with business priorities and delivering value to stakeholders.
- Defining program scope, goals, and deliverables, developing program plans, and timelines, overseeing program profit and loss, and allocating resources across multiple projects or programs to optimize efficiency and effectiveness.
- Establishing governance structures, policies, and procedures to manage program risks, issues, and dependencies, and facilitating communication and collaboration among teams, stakeholders, and senior leadership.
- Monitoring program performance, tracking key performance indicators (KPIs), and providing regular status updates and progress reports to stakeholders to ensure transparency and accountability.
- You serve as the primary contact for customers on assigned projects, leveraging knowledge of customer operations and business.
- Attracting, developing, engaging and retaining talent, encouraging innovation and collaborative problem-solving, and building a high-performing team.
- Working on complex issues/problems of large scope, impact and importance, possessing and applying advanced knowledge and seasoned understanding of business/industry environment.
- Work in one or more business or specialized professional/technical areas; contribute innovative ideas to multiple projects within the division.
- This position requires at least a Bachelor's degree & 8 years of relevant experience.
- Must be a US Citizen, with an Active Top Secret Clearance, and ability to obtain a TS/SCI.
- The Deputy PM has the following qualifications:
- Demonstrated experience with planning, directing, and managing the offeror’s proposed methodologies and complex projects/operations that are similar in size and scope as referenced in this requirement to include manpower utilization, procurement, standards, training, problem resolution, employee relations (including subcontractors, cost, budget, and managing TO milestones).
- Demonstrated experience with the management and supervision of employees of various labor categories and skills in projects similar in size and scope to this requirement.
- Demonstrated experience in working with the USAF and/or DoD leadership.
- Demonstrated experience identifying user requirements; translating the requirements into project plans and milestones; directing and implementing plans; and, presenting formal project status/plan briefings to the Government managers.
- Demonstrated experience working in complex environments with multiple POCs.
- Experience with Air Force A10 community.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.
