About the Department
The individual selected for this position will directly manage or support management of Capital Projects from planning through design and construction close-out and/or infrastructure programs. While they may work on a variety of project types, with this posting we are particularly interested in candidates with expertise and an interest in supporting our annual road surface maintenance projects.

The program management role consists of project prioritization (including equity and climate impact mapping), project planning and packaging, financial forecasting and tracking, and other program management activities. Program management assignments may include support for the following:

DEFINITIONManage the development and delivery of capital projects subject to strict deadlines, including managing public involvement, hiring and overseeing consultants, and meeting schedule and budget objectives. Coordinate assigned activities with other divisions, departments and outside agencies. Establish and maintain cooperative working relationships with co-workers, other departments, outside agencies, consultants, contractors and citizens, and provide highly responsible and complex project management and engineering support to City departments.
DISTINGUISHING CHARACTERISTICS
This is an advanced journey level classification. Positions at this level are distinguished from the Engineer I - Capital Projects classification by the level of license/certification required, the level of engineering and project management skills, the level of responsibility assumed, and the complexity of duties assigned. Employees in this classification perform the most difficult and responsible types of duties on complex and high-profile capital projects and activities requiring an effective combination of planning, engineering, project management and communication skills, fluency in procedures related to assigned area of responsibility and the ability to work independently.
Position Duties
ESSENTIAL AND MARGINAL FUNCTIONS Essential and other important responsibilities and duties may include, but are not limited to, the following:
Essential Functions:
- Manage and oversee the development of capital projects including streets, facilities, parks, surface water, and wastewater. Meet schedule and budget objectives for assigned projects.
- Administer contracts with outside consulting services as required; advertise, interview and select consultants; negotiate work programs for subsequent contracts.
- Oversee consultants, monitor budget, contract expenses, schedules, and consultant performance.
- Provide cost estimates and forecasts for capital improvement projects; assist in developing long-range plans for City infrastructure; research and prepare projections related to expenditures, revenues, and requirements.
- Prepare engineering designs for capital projects including engineering calculations, preparation of plans and specifications.
- Manage construction including schedules, bid openings, contract awards, construction progress, inspections, change management, and project close-out for all capital projects, identify problems, recommend and act to implement solutions throughout the project.
- Coordinate assigned activities with other divisions, departments and outside agencies and establish and maintain cooperative working relationships with co-workers, other departments, consultants, contractors and citizens.
- Coordinate and define community engagement strategies and plans with the Community Engagement Coordinator.
- Work directly with department directors and the public to implement complex and controversial projects.
- Manage public outreach. Provide information to the public regarding the Capital Improvement Program; respond to questions and resolve complaints as needed; attend community meetings and make presentations related to capital and special projects; conduct and participate in project meetings with other City staff.
- Participate in the development and administration of the capital projects budget; participate in the forecast of funds needed for equipment, materials and supplies; monitor and approve expenditures; implement adjustments; assist in pursuing grants and other funds necessary to support the Capital Improvement Program.
- Manage State and Federally sourced grant funding for assigned projects, including monitoring and internal and external reporting, and ensuring that all project records are maintained in an auditable condition, in adherence to applicable regulations and procedures.
- Provide responsible support and assistance to upper management and to the directors and managers of departments with assigned projects.
- Attend and participate in professional group meetings; stay abreast of trends and innovations in the field of project management and engineering.
Minimum Qualifications
Knowledge of :
- Fundamentals of engineering including the methods, techniques and practices utilized for the design, operation, alteration, repair and maintenance of transportation, facilities, surface water, and wastewater collection and pumping systems.
- Operational characteristics, services and activities of project management and construction management
- Methods, techniques and equipment of field inspection, surveying, drafting and design.
- Principles, best practices, and current emerging trends in community engagement; including targeted meeting strategies based on community-specific needs.
- Principles and practices of consultant contracting and public works contract administration.
- Principles and practices of municipal budget preparation and administration.
- Principles and practices of negotiation.
- Principles of technical and business communication, including business letter writing and report preparation.
- Applicable computer software including MS office.
- Methods and procedures of State and Federally sourced grant funding management.
- Pertinent Federal, State and local laws, codes and regulations.
- Participate and work effectively in an organization committed to advancing principles and practices of equity and anti-racism.
- Work independently and/or as part of a team.
- Work directly and proactively with diverse community neighborhoods during all phases of project scoping, design, and construction.
- Establish and maintain cooperative, effective working relationships with those contacted in the course of work.

- Oversee, direct and coordinate the work of consultants and other project staff.
- Prepare engineering calculations and design for wastewater projects.
- Review wastewater studies, engineering plans, specifications, and cost estimates.
- Develop or review project plans and specifications using AutoCAD Civil 3D and related MS Office software.
- Prepare and review engineering estimates, including design, administration and construction costs.
- Write technical documents including reports and studies.
- Utilize modeling software for hydraulic analysis.
- Utilize basic field engineering equipment.
- Inspect work for completeness and proper work methods.
- Monitor and manage grant funding through internal and external reporting and records management and maintenance.
- Interpret and apply Federal, State and local policies, laws and regulations.
Experience:
Minimum of five years managing and/or designing capital projects with at least three years at the project manager level.
Training:
Equivalent to a bachelor's degree from an accredited college or university with major course work in engineering, planning, architecture, construction management or a related field.
License or Certificate:
Required:
- Washington State Professional Civil Engineering license or ability to obtain registration in Washington within one year of hire.
- Valid state-issued driver's license with an acceptable driving record*
Preferred:
Project Management Professional (PMP) or Certified Associate of Project Management (CAPM) issued by the Project Management Institute.
Other Qualifications
Environmental Conditions:
Office environment; occasional travel from site to site for meetings or project observation. Exposure to computer screens and occasionally to inclement weather conditions; work around heavy equipment or on slippery or uneven surface. Occasional attendance of evening or weekend meetings is required. Local travel within the service area is required.
Physical Conditions:
Essential and marginal functions may require walking or standing for prolonged periods of time; While performing the duties of this job, the employee is constantly using hands to grasp objects, frequently fingering/keyboarding.
REMOTE WORK ELIGIBILITY
This position is eligible for remote work. The City’s remote work policy, Employees Working Remotely, requires staff in positions eligible for remote work to work onsite a minimum of four days per pay period (every two weeks) however, during the 6-month orientation period OR during your first 6 months of employment it is expected that all work will be performed at the assigned City’s location. Full-time remote work is not an option. Once hired, employees must reside in the State of Washington
CONDITIONS OF EMPLOYMENT
- Establishment of employment authorization and identity at the time of hire. The City is not able to sponsor work visas.
- Prior to the start of employment, this position requires:
- A successful completion of reference checks, including at least one prior supervisor.
- Washington State Professional Civil Engineering license is required at the time of hire or within one year of hire.
- Possession of valid state-issued driver's license with successful results of pre-employment check of driving record with an “acceptable” rating or better according to the City’s Using City Vehicles administrative policy.
