Hatch is seeking a Deputy Resident Engineer in Pittsburgh, PA specializing in inspection, design and management of Tunnelling projects.

 

Responsibilities:

 

  • Assist CM and Deputy CM with overall CM responsibilities with construction contract management.
  • Responsible for construction oversight to verify compliance of all temporary and permanent surface and underground works with the Contract requirements.
  • Maintains a key focus on tunneling and related geotechnical and structural issues affecting production, including safety, issue resolution, contractor surveillance, and quality assurance.
  • Provides management and oversight of project engineers assigned to the work. 
  • Monitors and enforces the Contract requirements.
  • Oversight of Contract execution technical matters.
  • Conducts inspector training.
  • Ensures that all aspects of the work at all sites have the appropriate construction inspection coverage.
  • Leads review of and response to all Contractor Requests for Information (RFI’s), Submittals, and Shop Drawings, and As Built/Record Drawings.
  • Develops inspection reports (i.e., forms and processes) in eBuilder for construction inspection data entry into eBuilder.
  • Execution and management of construction data collection and data reduction/analyses to develop construction records with information to monitor and evaluate contractor progress, performance, schedule delays, and claims.
  • Execution and management of TBM and associated plant (e.g., conveyors, pipelines, pumps, boosters, construction water treatment and discharge, and slurry treatment plant) operation data collection, processing, and analysis for the evaluation of TBM tunneling performance, efficiency, and schedule delays.
  • Prepares daily, weekly, and monthly progress reports for submission to and review by ALCOSAN.
  • Oversight of field construction execution of all provisional work items under the Contract.
  • Reviews Contractor claims and change requests for technical acceptability.
  • Monitor and Resolve Contract Non-Conformances.
  • Coordination of Field Work Orders (FWO) and assurance of implementation of dispositions.
  • Participation in Construction Risk Management Workshops.
  • Planning and execution oversight of ORT Commissioning and Startup

 

Qualifications:

  • Bachelor's degree in civil engineering.
  • Eight (8) to ten (10) years of relevant experience with a minimum of one (5) year of experience in underground structures.
  • Excellent knowledge of blasting excavation work.
  • Good knowledge of concrete work.
  • Experience in managing large-scale public and/or private infrastructure projects.
  • Experience in customer relations.
  • Technical design skills.
  • Good command of MS Project and AutoCAD;
  • Ability to work under minimal supervision.
  • Time management skills and good adaptation to change.
  • Excellent communication skills (oral and written).
  • Good analytical, problem-solving and decision-making skills.
  • Ability to work in a team and develop and maintain good interpersonal relationships in complex and changing environments.
