General Role Description
The Systems Administration Manager is responsible for overseeing the agency’s Information Technology (IT) infrastructure, ensuring system security and compliance while supervising IT staff. This role will be overseen by the Director of Operations and provide leadership while managing various projects throughout the organization as a means to achieve HIPAA and HITECH compliance. This position will often collaborate with program staff and external organizations to ensure effective use of technology and up to date technological advancements are in place.
Essential Duties and Responsibilities
- Supervises and provides guidance to IT staff, ensuring timely and effective resolution of IT issues.
- Oversees the agency’s IT infrastructure including servers, network systems, desktops, laptops, mobile devices, and cloud-based platforms.
- Implements and ensures maintenance of network security, backup, and disaster recovery systems.
- Leads IT-related projects, including system upgrades, migrations, and implementations,ensuring minimal disruption to operations.
- Ensures network and devices maintain compliance with HIPAA, HITECH, 42 CFR Part 2,and other applicable state and federal regulations.
- With the assistance of the Director of Operations, develops and enforces IT policies and procedures that align with organizational goals and compliance requirements.
- Provides leadership in risk management and mitigation strategies related to cybersecurity and IT infrastructure.
- Coordinates vendor relationships and assists Director of Operations with contract management for IT services and systems.
- Supports program staff by providing training and communication to enhance technology use across the agency.
- Monitors and analyzes system performance, identifying trends and recommending improvements.
- Maintains documentation of hardware inventory, IT systems, licenses, configurations, and security protocols.
- Conducts and oversees annual IT security awareness training for all staff.
- Participates in strategic planning, offering recommendations for technology investments that support agency goals.
- Ability to work collaboratively for projects involving our Electronic Medical Record to ensure minimal downtime.
- Serves on agency committees as requested.
- Carries out additional duties essential to the above-stated responsibilities as assigned.
- Is mindful of and integrates Trauma-Informed Care and its five principles in all duties and interactions with fellow staff, residents, and external partners.
- Maintains compliance with all required rules and regulations including Federal Confidentiality (42 CFR, Part 2), HIPAA, Medicaid and/or HUD, and any others.

Requirements
- Bachelor’s degree (preferred) or Associate’s degree in Computer Information Systems, Information Technology, or related field required and
- Minimum of five (5) years of progressive IT experience, with at least two (2) years in a supervisory or leadership role
- Professional certifications preferred (e.g., Microsoft, Cisco, CompTIA Security+, Network+, or similar).
- Knowledge of Active Directory, Exchange, Microsoft 365 administration, virtualization, database systems, firewalls, and security appliances.
- Experience in behavioral health, healthcare, or non-profit settings strongly preferred.
- In addition to the qualifications above, a valid New York State driver’s license is required as well as reliable transportation.
