About the Department

Benton County Health Department is seeking a Coordinated Homeless Response Office Manager to oversee and advance our local housing and homelessness response system. This leadership role is responsible for guiding strategic planning, coordinating across agencies and providers, and ensuring programs, including the Flexible Housing Subsidy Pool, deliver effective, meaningful, and sustainable results.
The Coordinated Homeless Response Office Manager will:
- Lead and supervise a dedicated team, fostering a culture of collaboration, accountability, and belonging.
- Drive system-wide planning, coordination, and performance improvements in housing and homelessness services
- Serve as the primary liaison with County, city, and provider partners to align local strategies with state and other initiatives.
- Oversee policies, contracts, budgets, and compliance to ensure effective, transparent, and results-oriented programming.
- Engage the community and interested partners with clear communication, data-informed reporting, and inclusive processes.

- This position is eligible for up to two salary raises within your first year. An Increase may be given at the end of the 6-month probationary period, depending on starting salary, and at the 1-year anniversary, as long as your performance is in good standing! Annual performance-based increases are given until the maximum of the salary range is reached.

The following minimum qualifications are required for this position:
Bachelor’s degree in public administration, social services, planning, development, or a related field.
Five (5) years of progressively responsible experience in homelessness services, human services, planning, development, or related fields, including two (2) years in a supervisory capacity.
An equivalent combination of education and experience may be accepted.
- Successfully pass a criminal records check.
- Valid Oregon Driver's license. -This position requires driving and may require use of a personal vehicle.
- Strategic and Systems Leadership:
Proven ability to think at both the policy and operational levels: balancing day-to-day program management with long-term strategy.
Experience leading system improvement initiatives across multiple organizations. - Collaborative Relationship-Building:
Strong track record of working with diverse partners, including government agencies, providers, and community members with lived experience. Skilled in facilitating dialogue, resolving conflicts, and fostering trust. - Access and Inclusion Focus
Deep understanding of how systemic challenges contribute to homelessness.
Commitment to embedding access, engagement, and belonging into programs and decision-making. - Communication and Influence
Exceptional communicator, comfortable presenting to elected officials, community groups, and the media.
Ability to translate complex data and policy into clear, actionable information. - Operational Excellence
Demonstrated strength in managing budgets, contracts, and compliance while maintaining focus on outcomes.
Familiarity with project management tools to improve coordination and accountability. - Adaptability and Resilience
Comfort navigating ambiguity and responding to urgent or emergent issues.

Benton County (pop. 93,053; 679 sq. mi.) is in the middle of the Willamette Valley, with Corvallis (pop. 61,027) as the county seat. Established in 1847, nearly 12 years before Oregon became a state in 1859, the county is the state’s fourth smallest in terms of area and medium-sized with respect to population.
