Role description:

Arcadis is seeking a highly accomplished Project Controls Director to provide executive leadership on large-scale Mobility (Highway, Rail, and Transit) programs across Ontario. In this pivotal role, you will be accountable for the strategic oversight and management of all project controls functions—ensuring the delivery of world-class project tracking, reporting, and governance across a portfolio of complex infrastructure initiatives.

You will set the vision and direction for project controls, guiding multidisciplinary teams and interfacing with executive stakeholders, delivery partners, and funding agencies. The ideal candidate will have proven experience in leadership roles within major projects delivered via integrated partnership models, project management advisory services, or as an owner’s representative.

Role accountabilities:

As the Project Controls Director, you will oversee a multidisciplinary team, ensuring the delivery of best-in-class services in scheduling, cost management, risk mitigation, and reporting for large-scale, complex infrastructure programs. Core accountabilities include:

Executive Oversight: Provide strategic leadership for all project controls activities, including scheduling, cost control, cash flow management, risk management, project performance reporting, forecasting, document controls, and secure data management.

Governance & Assurance: Establish robust project tracking, reporting, and assurance frameworks to support executive decision-making and ensure alignment with organizational goals and compliance requirements.

Financial Leadership: Drive financial modeling, cash flow analysis, and accurate forecasting at both project and program levels. Advise executive stakeholders on financial risks and opportunities.

Schedule Management: Oversee the development, optimization, and maintenance of integrated master project schedules, including identification of critical paths, change impacts, and mitigation strategies.

Stakeholder Engagement: Serve as the primary liaison for project controls with executive leadership, clients, joint venture partners, and regulatory agencies. Provide clear, data-driven updates and recommendations.

Innovation & Digital Transformation: Champion the adoption of advanced project controls technologies, digital tools, and best practices to enhance efficiency, transparency, and data-driven decision making.

Team Leadership: Lead, mentor, and develop a high-performing team of senior specialists and managers. Foster a culture of accountability, continuous learning, and excellence.

Qualifications & Experience:

Required Qualifications

  • 15 years experience in supporting the delivery of multi-billion dollar major civil and utilities related projects
  • 10 years experience in a leadership role in project controls
  • Experience in alliance or similar collaborative contracts
  • Hold a recognized professional designation such as PMP or similar

Key Skills and Abilities

  • Program-Level Expertise: Proven experience delivering project controls for large-scale, complex infrastructure projects, including integrated program scheduling and cost management.
  • Technical Proficiency: Advanced knowledge of P6 construction scheduling software and major project controls platforms (e.g., Oracle, Primavera, Aconex, Power BI, etc.).
  • Financial Acumen: Strong working knowledge of financial modeling, cash flow tracking, and forecasting for capital projects.
  • Analytical & Strategic Mindset: Ability to synthesize complex data, identify trends, and provide actionable insights at the executive level.
  • Change Management: Experience leading digital transformation and process improvement initiatives within project controls functions.
  • Communication: Exceptional written and verbal communication skills, with the ability to influence and engage stakeholders at all organizational levels.

The salary range for this position is $162,000 - $212,000. The base salary represents Arcadis’ hiring range for this position. Actual salaries will vary and will be based on various factors, such as location, skills, experience, and qualification for the role.
