MINIMUM QUALIFICATIONS:

  • Bachelor's degree from an accredited college or university in civil engineering, construction management, business administration, public administration, or related field.
  • Four (4) years of experience in construction and/or office technical engineering work. 
  • Must possess a valid driver's license and be able to drive in the state of Minnesota.
OR
  • Any satisfactory equivalent combination of education, training, and experience that demonstrates the knowledge, skills, and abilities to perform the duties of the job proficiently may be substituted for the above requirements.
Nature of Work: 
Under general direction of the Construction Manager, the Construction Coordinator coordinates a wide variety of complex work supporting the operations of projects in the development, construction, customer service, and final completion phases of Capital Improvement Projects. This position will focus primarily on construction project management and customer service oversight.

Position Duties

PRIMARY ESSENTIAL WORK FUNCTIONS:

  • Provides safe construction support and coordination of services for the Construction Management Division. 
  • Provides quality customer service to residents, businesses, and members of the general public that are affected by projects with the assistance of the Construction Technician.  
  • Oversees customer service activities for the division.
  • Provides project management of the Construction Management Division Capital Improvement and other city projects as assigned.
  • Coordinates and manages the City’s pavement rating program.
  • Leads construction progress meetings, as needed.
  • Maintains current schedules on all active projects.
  • Assists the Construction Manager with plan and specification review of plans that are created by consultants and other sources.
  • Assists the Construction Manager with reviewing assessment documents created by the Project Coordinator and performs assessment duties in the absence of Project Coordinator.
  • Maintains city specifications and standard plates and coordinates with the Public Works Department on selecting approved products.
  • Manages utility coordination on projects and leads meetings associated with utility coordination with private utility companies and other government entities affected by our projects.
  • Coordinates property pin/right of way surveys in advance of design and after the completion of projects to ensure missing property pins and monuments are re-set.
  • Coordinates required acceptance inspections with applicable facets for the Public Works Department.  
  • Coordinates with Construction Technician to conduct as-built survey with GPS unit to provide point data to city’s GIS division.
  • Creates and manages project punch lists; attends punch list walk throughs and ensures all items are satisfactorily addressed before project closeout.
  • Establishes and maintains effective working relationships with other governmental units, private agencies, and contracted City Engineering firm employees (City Engineer and Engineering Technicians).
  • Assists Construction Management divisional staff in responses to inquiries and complaints addressing the concerns and interests of the Mayor, City Council, city departments, other agencies, and the public.
  • Assists Construction Technician and on-site contracted city engineering firm Technicians with project issues and troubleshooting as needed.
  • Ensures project compliance with necessary requirements.
  • Prepares project reports and feasibility studies for necessary records and documentation purposes.
  • Assists in the preparation of reports, requests, resolutions, draft ordinances, and other City Council documentation.
  • Notifies adjacent businesses, residents, and the general public of impending construction work via mailings, email, and public information.
  • Creates agendas and coordinates preconstruction meetings with contractors, other city departments, utility companies, consultants, and on-site personnel.
  • Attends public meetings as needed.
  • Prepares and solicits Requests for Quotes (RFQ’s) as needed and in accordance with City procurement policies.

Minimum Qualifications

CONDITIONS OF EMPLOYMENT: 

  • Must possess a valid driver’s license and be able to drive in the state of Minnesota.
  • Satisfactory completion of a pre-employment assessment, background examination, physical examination, and drug testing.
  • Must comply with organizational and departmental policies.
  • Must obtain applicable MnDOT certifications within one (1) year of the date of employment and keep them current.
  • Must comply with data practices policies and standards relative to not public data. Any access to not public data should be strictly limited to accessing the data that are necessary to ful?ll the employment responsibility. While data are being accessed, incumbent should take reasonable measures to ensure the not public data are not accessed by individuals without a work reason. Once the work reason to access the data is reasonably finished the not public data must be properly stored according to city policy and the Minnesota Statutes.
  • Safety Sensitive NoticeThis is a safety sensitive position which requires cannabis pre-employment drug testing. Safety sensitive position means a job in which an impairment caused by drug, alcohol, or cannabis usage would threaten the health and safety of any person.

Other Qualifications

General working hours are Monday - Friday, 7:00a.m. to 3:30p.m., and outside of regular work hours as necessary to address the needs of the 24/7 operations of various city functions. Flexibility in work hours is expected.
