About the Department
This is lead work that involves a combination of technical training and skills, directing the daily field activities of a crew which is assigned to do the technical work preparing, fabricating, installing and maintaining all county road traffic control devices, including traffic signs and roadway striping. This position is in the Traffic Infrastructure (Signs & Markings) Unit, which is under the Traffic Engineering / Traffic Operations Manager of the Department of Public Works, Engineering Division.
Position Duties
ESSENTIAL DUTIES AND RESPONSIBILITIES: (The following examples are illustrative only and are not intended to be all inclusive.)
Signs – Understand and know:
- How to operate the sign lab computer to design and make sign faces.
- The fabrication method and equipment to be used.
- The materials to be used.
- The colors and shapes of the signs, i.e. regulatory, warning and guide signs per federal/state/local standards.
- The hydraulic equipment and tools required for installation.
- The road conditions for installing the signs.
- Speed advisory requirements
- Operates aerial bucket truck for maintenance and emergency activities.
Striping – Understand and know:
- How to resolve technical conflicts in the field and make decisions
- The types of materials (paint, epoxy, thermo, methacrylate) and specifications for application.
- The road conditions and temperatures to apply materials.
- How to draw and read blue prints/plans.
- How to lay out a road for striping including passing zones per federal/state/local standards.
- How to repair a road that is miss-striped or faded.
- The striping equipment (trucks, hand machines, cone/arrowboard truck and striping removal machines) and how to operate and maintain them.
- How to set up traffic control for work zones for spot work or safely run a striping train of vehicles.
- How to remove striping materials.
- Knowledge of HAZMAT safety requirements.
Work Zone Traffic Control – Understand and know:
- Barricade classifications.
- When to use each type.
- Ability to read and set up work zones per Part VI of the MUTCD
Inventory – Understand and know:
- The importance of tracking materials for inventory records.
- Computer methods to develop and maintain inventory records.
Other Duties:
- Performs snow removal and sand/deicing material applications.
- Serves as part of the on-call staff for emergencies, carrying a pager/phone for a week at a time.
- Assists Public Works Operations with snow plowing as needed.
- Placement and programming of variable message signs.
- Repair of striping/sign installation equipment in the field and shop
- Build necessary equipment as needed.
- Performs other duties as assigned.
This position is responsible for the proper 1) fabrication and placement of traffic signs, 2) layout and striping of roads and 3) installation of other traffic control devices as required by the manual on Uniform Traffic Control Devices (MUTCD). The training and certifications are required to ensure proper interpretations of traffic engineering recommendations. Improperly placed traffic control devices could result in potential serious safety liability for the county. Citizens rely upon our expertise to ensure their safety and properly direct them. Without this direction, damage to property, bodily injury or death could occur. Employee awareness and education are vital to the employees’ daily responsibilities to ensure citizen, personnel and property safety.
Minimum Qualifications
EDUCATION and/or EXPERIENCE: A high school diploma or GED and three years of experience and/or education involving the Manual on Uniform Traffic Control Devices (MUTCD), including the design, fabrication, installation and maintenance of signing and the layout, installation and maintenance of striping. May consider equivalent combination of education and experience.
CERTIFICATIONS, LICENSES, & REGISTRATIONS:
- Must possess a valid Colorado Driver’s License Class B (Class A preferred) with Haz-Mat rating upon hire, with complying insurance. Review of motor vehicle record is required at time of hire and periodically throughout employment. Incumbents in this position must meet the Department of Transportation physical exam and drug and alcohol testing requirements.
- Requires ATTSA or IMSA Traffic Control Technician (TCT) and Traffic Control Supervisor (TCS) Certifications.
- Requires IMSA Level I & II - Signs & Markings Certifications.
