The Broward County Board of County Commissioners is seeking qualified candidates for Program/Project Coordinator, Senior (Apprenticeship/Training Programs Coordinator, Sr.).

General Description


The Office of Economic and Small Business Development is seeking a highly motivated individual with exceptional organizational, communication and presentation skills to be responsible for the development, coordination, implementation, and evaluation of countywide apprenticeship and workforce investment initiatives in Broward County, such as Construction Apprenticeship, Workforce Investment, and Pre-Apprenticeship programs. A primary function of this position is to develop and maintain relationships with Broward County non-profit organizations, service providers, local business and industry groups, municipalities, and educational entities with the goal of aligning apprenticeship and workforce investment program opportunities with employment needs, particularly in economically disadvantaged communities. 

The successful applicant will exercise a considerable amount of initiative and independent judgment, must have strong oral and written communication along with information management skills and an ability to build relationships with stakeholders, internal and external apprenticeship partners and industry partners. The selected applicant will partner with the Human Resources Division and other internal County agencies to create apprenticeship/training opportunities within the organization. Additionally, the individual will report periodically on progress made in aligning workforce investment needs with apprenticeship/training programs as part of Broward County’s larger economic development effort.  Administers large-scale programs and/or projects that have County-wide impact. Works independently, under limited supervision, reporting major activities through periodic meetings.

Minimum Education and Experience Requirements
Requires a Bachelor's degree from an accredited college or university with major coursework in business or public administration or closely related field.
(One year of relevant experience may be substituted for each year of required education.)

Requires four (4) years of experience managing special projects, programs or business operations in the areas of Broward County based community outreach, economic development, apprenticeship, or workforce investment programs and building collaborative relationships between education, business, and industry partners.

Special Certifications and Licenses Required
Possess and maintain a valid Florida Class E Driver's License based on area of assignment.

Preferences
HR Certifications (SHRM, IPMA, etc.)
Project Management Professional (PMP)
Certified Workforce Development Professional (CWDP) 
5+ Years of experience developing and making presentations to large groups
5+ years of experience implementing knowledge of Human Resources hiring processes and requirements
3+ years of experience in the development and maintenance of relationships with service providers, business and industry groups, municipalities, and educational entities, furthering workforce development/apprenticeship initiatives. 
Bilingual - English & Spanish or English & Creole
Demonstrated expertise in workforce development analysis and program development

Position Duties

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

Plan, develop, authorize, implement, supervise and evaluate programs/projects, activities and services on a large scale with County-wide impact; facilitates inclusion, prepares reports, and analyzes and interprets data.

Coordinate and manage all aspects of a program or project which has operational responsibility of a major scope, a large-sized budget and provides a critical County service, including workforce development initiatives. 

Assist the Director and Assistant Director by researching issues, creating memorandums, policies, procedures, reports, and monitors/advises on program(s) progress.

Conduct special research in conjunction with a project/program, analyzes data, and makes recommendations based upon research. Develops metrics to measure efficacy of partnership efforts. 

Identify and understand agency/business needs, contractual business requirements, and regulations governing local, state and other requirements, confidentiality obligations, warranties, liabilities, indemnification, termination clauses, breach, and remedies.

Maintaining high visibility among partner organizations, coordinate with state and local agency partners, non-profit organizations, service providers, local business and industry groups, and educational entities on projects and programs, community outreach, and media relations; may assist with press releases and responses to media. Establishes understanding of partner programs and identifies ways to ensure the relevancy of their programs. 

Advise and assist the Commissioner(s) and Office Director on all operational and technical matters related to workforce related services and programs as assigned. 

Prepare Commission agendas, including editing, posting and planning.

Provide assistance and training of agency staff contracted service providers. May oversee the Agency's program schedules and/or deliver outreach opportunities for employees and the vendor community respectively.

Plan, organize and implement a compliance and monitoring program; contract central audits, field documentation reviews, investigations or management studies.

Develop and implement outreach and engagement strategies, presentations, marketing strategies, and networking practices to deliver vital apprenticeship and workforce investment program opportunities to various audiences. Exhibit exceptional communication, organizational, and presentation skills. Spur employment within the county by reaching out to disadvantaged communities to promote apprenticeship and employment opportunities. 

Gain knowledge and have in-depth understanding of county programs associated with economic development, including, but not limited to, pre-apprenticeship, apprenticeship, workforce investment, and entrepreneurship. Create resource databases, inventories, mapping, etc. of relevant organizations with specific emphasis on economically disadvantaged communities.  

Exhibit initiative and independent judgment when providing program oversight to the various workforce and entrepreneurship efforts.  

Develop and maintain relationships by administering communications and public outreach to internal and external partners with a direct focus on employment needs throughout the County, but particularly in disadvantaged communities.

Assist in the implementation of economic development plans, initiatives and grant projects, including reviewing and processing grant applications
