The Glendale City Court is the Judicial Branch of the Glendale City Government and is also part of the Arizona Judicial System. The Glendale City Court adjudicates Criminal Misdemeanors, Civil Traffic violations, City Code violations, and certain juvenile offenses committed in the City of Glendale. In cases of domestic violence and harassment, the Court issues protective orders. The Court has the authority to issue search warrants for misdemeanors and felonies. The Glendale City Court's mission is to provide an independent and accessible City Court, that maintains a high degree of public trust and public confidence, by addressing cases and providing prompt, fair, and just resolution in a professional, efficient, and courteous manner. | |||
The Role: | |||
The Court Hearing Officer is responsible for conducting hearings and related proceedings involving alleged civil violations for the City of Glendale. In addition, the Hearing Officer serves as Judge Pro Tempore and performs judicial duties as authorized by Glendale City Code, Sec. 13-8 as assigned by the Presiding City Judge. | |||

Position Duties
- Conducts hearings and related proceedings on civil citations including parking, civil traffic, certain code violations, contested traffic matters, Orders of Protection, Injunctions Against Harassment, and Injunctions Against Workplace Harassment.
- Listens to testimony, rules on motions and relevancy of evidence.
- Uses independent judgment and objectivity while hearing evidence, questioning witnesses, and determining responsibility.
- Analyzes data and evidence presented in court and renders equitable judgment by applying existing laws.
- Interprets City Code, State laws and Arizona Rules where applicable.
- Clearly communicates to defendants their rights and any imposed sentence.
- Enters legal decisions into the court file.
- Completes and signs various legal forms.
- Performs other related duties as assigned.
Minimum Qualifications
Juris Doctorate degree from an accredited Law School and two years experience in an Arizona municipal or traffic court.
Knowledge of:
- Rules of Judicial Conduct
- Arizona Rules of Court, state statutes, City ordinances, and applicable case law
- Court procedures and operations
Skill in:
- Gathering and analyzing facts and evidence
- Arriving at objective conclusions
- Experience in and familiarity with municipal or traffic court and two years of legal experience preferred
Ability to:
- Sit in a courtroom setting for extended time periods
- Conduct legal research
- Build effective working relationships with court personnel and the general public
- Operate a variety of standard office equipment, i.e., PC, copy and fax machines and telephone requiring continuous and repetitive arm, hand, and eye movement
- Effectively plan, organize, and manage court operations
- Work independently
- Communicate effectively verbally and in writing
Special Requirements:
- Membership in the State Bar of Arizona.
- Completion of Civil Traffic Hearing Officer Course required within one year of employment.
