The Adult Services Division (ASD) of DCHS works in partnership with communities to develop, support, and provide human services programs focused on achieving results in housing stability, financial stability, healthy living, and social engagement for veterans, service members, and their families; older adults and their caregivers; and other resilient communities. The division's work also includes efforts to strengthen connections within and improve access to the human services system.
?ASD manages and provides equity-focused stewardship of revenue from the Veterans, Seniors, and Human Services Levy (VSHSL), the RCW 73.08 veterans relief fund and King County general fund-funded human services programs. ASD also supports the King County VSHSL Advisory Board, the King County Veterans Advisory Board, and the King County Women's Advisory Board. King County is an active partner in King County's Area Agency on Aging.
The Adult Services Division (ASD) within the Department of Community and Human Services (DCHS) is seeking a proven leader to serve as Deputy Division Director. Reporting directly to the Division Director, this position will help lead the Director's Office, which oversees Community Storytelling, Evidence-Based Interventions, Compliance and Quality Control, Operations, Organizational Development, the King County Veterans Program, the Resource Access Team, the Policy and Community Engagement Team, Contracts and Compliance, and Procurement Services.
The Deputy Director will also collaborate closely with DCHS's internal offices on matters related to budget, legal affairs, council relations, communications, and legislative priorities.

WORK SCHEDULE/CONDITIONS: This is an Appointed position anticipated to end 12 months from the start date, but is subject to change depending on operational needs. This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime. Typical hours are Monday through Friday, 8:00 am - 5:00 pm.
MISSION CRITICAL POSITION STATUS: This position has been designated Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. TELEWORKING REQUIREMENT: DCHS works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is the Chinook Building at 401 Fifth Avenue Seattle, WA 98104.
Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.

Minimum Qualifications
- Bachelor's degree in Public Administration, Business Administration, Social Work, Public Health, or a related field.
- 10 or more years of progressively responsible leadership experience in government administration, human services, transit, community development, and equity-centered service delivery.
- 5 or more years in executive leadership roles, leading multi-disciplinary teams of senior managers and professional staff in complex public sector environments.
- 3 or more years’ experience serving as a Division Director, a Department Director, or directly reporting to a Division Director or Department Director.
- Demonstrated success in managing large-scale budgets and community investments.
- Extensive experience overseeing procurement, contracting, fiscal stewardship, compliance, and performance management processes that advance transparency, equity, and effective service delivery.
- Strong record of building and maintaining partnerships with elected officials, community-based organizations, public agencies, and cross-sector stakeholders to advance shared goals.
- Proven ability to advance equity and social justice initiatives, including strategies to prevent displacement, expand service access, and address disparities affecting historically underserved populations.
- Skilled in navigating federal, state, and local regulations related to human services, transit, procurement, housing, and public sector operations.
- Demonstrated success in policy development, risk management, and organizational change leadership, including creating program evaluation frameworks, modernizing project management systems, and guiding agencies through restructuring and strategic planning.
Desired Experience, Qualifications, Knowledge, Skills
- A Master's degree in Public Administration, Business Administration, Urban Planning, or a related field.
- Additional professional coursework or training in policy analysis, equity frameworks, or organizational leadership.
- Direct experience managing levy funds, general funds, or multi-source public investment portfolios with strong outcomes in accountability, equity, and measurable community impact.
- Experience designing and implementing evaluation frameworks and performance measurement systems that guide continuous improvement.
- Demonstrated success supervising, mentoring, and developing high-performing leadership teams in complex public or nonprofit organizations.
- Experience leading multi-sector partnerships that advance inclusive financial advancement, housing stability, or government-driven economic development.
- Familiarity with Lean, Kaizen, or Six Sigma process improvement methods.
- Experience navigating legislative processes and council relations.
- Professional certifications such as Project Management Professional (PMP), Lean Six Sigma, or a Contract/Procurement Management Certification are highly desirable.
