JOB PURPOSE

To accomplish Environmental approval of Hydro and transmission line projects, registration of hydroelectric projects with UNFCCC (United Nations Framework Convention on Climate Change) under CDM (Clean Development Mechanism) and also to complete WCD (World Commission of Dams) validation to avail additional revenue from sale of carbon credits in global carbon market.

Completion of CDM Process Cycle

  1. To facilitate the consultant for preparation of PDD by providing critical inputs on Technical, Environment, Finance related aspects of hydro projects.
  2. To review the PDD to ensure requirements of UNFCCC (United Framework Convention on Climate Change) CDM guidelines.
  3. To coordinate between appointed consultant, validator and site team to ensure site visit and meetings, stakeholder consultations with appointed validators.
  4. To facilitate the entire host country approval process by preparation of PIN (Project Information Note), PDD, Presentation for HCA approval committee, other new requirements and regular follow up with concerned NCDMA officials.
  5. To provide reply, documentary evidence to raised queries by appointed validator for project to ensure validation closure with positive assessment and submission to UNFCCC with requested fees for registration.

PDD finalization for submission to NCDMA (National CDM Authority) and DOE (Designated Operational Entity). Site Visits, Grant of HCA from NCMA Validation Completion and Registration of Project with UNFCCC

Carbon Market Tracking and Due Diligence (DD)

  1. To track carbon markets for latest development at policy and market level to share information with management.
  2. Detailed Due Diligence on CDM related aspects for prospective hydro projects selected for acquisition

Latest news information shared with management for carbon revenue strategy and CDM DD report for prospective project under acquisition.

To assist team of other sectors

  1. To provide technical support for CDM related issues to projects of other sectors such as DIAL, Gas based power projects, solar etc

Technical support for PDD, Validation closure and CDM registration

  1. To prepare EU-ETS (European Union Emission Trading Scheme) acceptable template of WCD checklist in line with the 7 WCD strategic priorities of WCD 2000.
  2. To coordinate between appointed validator and site team to ensure smoothly the site visit, meetings and stakeholder consultations with appointed validators.
  3. To provide reply, documentary evidences to raised queries by appointed validator for project to ensure validation closure with positive assessment.

Environment Clearances and Appraisal

  1. To facilitate the consultant for preparation of EIA-EMP report by providing critical inputs on project related information, joint field studies, testing of data, monitoring of consultant activities, progress to ensure timely completion with good quality output.
  2. To review EIA-EMP report prepared by appointed consultant to ensure that the stated information is as per the requirements of EIA EMP guidelines.
  3. To facilitate the report submission, preparation of presentation, reply review and finalization for raised queries by Ministry of Environment.
  4. To facilitate the consultant for preparation of additional supplementary reports and to review and finalize for submission to financing institutes ((IFC/WB/ADB).
  5. To address the queries raised by financing institutes in due support with appointed consultant.

FINANCIAL DIMENSIONS

  • Total Carbon Credit portfolio of hydroelectric projects is ~6.5 million per annum. Out of this INR 1.63 million carbon credits are registered with UNFCCC. The monetary value of ~6.5 million carbon credits is around INR 910 million per annum.
  • The AoP budget expenses of all the hydroelectric projects for CDM initiative is INR 3.70 Crores and Environment initiatives is 2.10 Crores.

  • Geographic Dimension- 3 States (Himachal Pradesh, Uttaranchal, Arunachal Pradesh) and Nepal

EDUCATION QUALIFICATIONS

  • Mandatory : M.Tech in Environment Engineering OR Masters in Environment Science OR Environment Management
  • Desirable : Masters in Environmental Science/Management

RELEVANT EXPERIENCE

  • 5+ years’ experience in CDM and EIA. Understanding of guidelines, report preparation and review skills, AND
  • 1. For Manager- Climate Change & Environment: Knowledge and understanding of climate change related issues and environment related issues OR
  • 2. For Manager- Climate Change & Environment: experience in CDM registration  and WCD Assessment of at least 2 hydro project OR
  • 3. For Manager- Climate Change & Environment: experience in EIA regulation and clearances of at least 1 mid-sized (100 MW) hydro project
