Summary of Role

The VP, Information Technology Operations serves as a strategic leader in the IT department, responsible for overseeing the Project Management Office (PMO), leading business analysts, managing application support for third-party supplied applications, and directing quality assurance functions. This role is crucial for aligning IT capabilities with business needs and ensuring project and product excellence.

Plan, coordinate, and direct computer-related activities in the organization. Work with IT Executives determining the information technology goals of an organization and implement computer systems to meet those goals. Evaluate new technology and determine how it can help the organization. Help business analysts determine the business requirements for IT systems and implement the policies that have been chosen by top executives. Have a direct role in hiring members of the IT department.

Ensure the availability of applications and services by coordinating IT activities with the operations and data management practices. Oversee the financial aspects of the application and software development activities of the IT department, participating in budgeting and cost forecasting. Oversee the organization’s third party provided applications, project management. Define and manage the Project Management Office and Application Support services.

Work with top executives to plan application security policies and promote a culture of information stability, privacy, and security throughout the organization. Work with the IT Security Program to improve programs to keep employees aware of security threats, especially as related to the use of applications and protection of data stored in applications. Supervise the management of application outages and major incidents, including tracking root cause and working with vendors and developers to remediate the incident.

Strategic Leadership

Define and implement a business technology strategy that aligns with the organization's goals and operational needs. Promote technology at an enterprise level; serve as a technical and procedural resource for the team; assist with training in the department, including the development of security training for bank employees and Board of Directors; support the organization’s key business objectives; assist with IT audits as directed including responsibility for the technology specific sections of the FFIEC toolkit, OCC examinations, and annual IT Audit.

Project Management

Oversee the Project Management Office (PMO), ensuring that projects are delivered on time, within scope, and within budget.

Business Analyst

Lead a team of business analysts to gather requirements and translate them into effective technology solutions.

Application Support

Manage the support and maintenance of third-party applications, ensuring optimal performance and security. Ensure the secure operation and documentation of computer software, application systems, and the underlying infrastructure; oversee the development, implementation and maintenance of application and software operational policies, procedures and plans based on ndustry standard best practices; oversee the development, implementation and maintenance processes for software, including the upgrade and maintenance cycles; determine short and long term personnel needs and make recommendations to senior technology executives; use data and application operations frameworks and optimize the applications based on specific operational considerations. Lead activities as required in the event of an operational outage; organize and lead root cause analysis and response reviews for operational issues as needed; ensure documentation is updated following all problems or major outages.

Quality Assurance

Direct the quality assurance functions, emphasizing testing and quality control to meet industry standards and company expectations. Oversee and conduct regular operational review and testing of all systems to identify system instabilities; lead system and application configuration planning and participate in implementation of upgrades and changes as necessary; proactively recommend solutions related to system operational issues and opportunities; stay abreast of technology trends and changes in the banking industry.

Team Management

Lead and manage multidisciplinary teams, fostering a collaborative and performance-oriented culture. Interact with associates and vendors relative to areas of concern involving processes and use of technology; ensure project activities are implemented in an operationally sound manner consistent with bank policies; assist in new vendor selection due diligence; support annual vendor due diligence analysis (financials and SSAE16s); escalate issues as needed.

Budget Management

Responsible for defining, adhering to, and ensuring compliance with the budget for business technology practices.

Cross-Functional Collaboration

Coordinate with other VPs in the technology department to ensure synergies between project management, software development, and infrastructure teams. Contribute to the design, implementation and testing of disaster recovery plan for operating systems, databases, networks, servers, and software applications; serve as the technology operations point of contact in disaster recovery procedures; Ensure all systems are properly backed up and protected. Must comply with all company policies and procedures, applicable laws and regulations, including but not limited to, the Bank Protection Act (BPA), Bank Secrecy Act (BSA), Consumer Credit Protection Act (CCPA), Children Online Privacy Protection Act (COPPA), Gramm Leach Bliley Act (GLBA), Community Reinvestment Act (CRA), Fair and Accurate Credit Transactions Act (FACTA), Fair Credit Reporting Act (FCRA), Fair Debt Collections Practices Act (FDCPA), General Data Protection Regulation (GDPR), Financial Institutions Regulatory and Interest Rate Control Act (FIRIRCA), Financial Service Modernization Act (FSMA), Health Insurance Portability and Accountability Act (HIPPA), Right to Financial Privacy Act (RFPA), the Patriot Act, and the Office of Foreign Assets Control (OFAC).

Job Qualifications

Experience

Five to Ten years of similar or related experience, including time spent in preparatory positions.

Education/Certifications/Licenses

Bachelor’s Degree in Business, IT, Computer Science, Engineering, or related field. Master’s Degree preferred in Business or IT, such as a Master of Business Administrations (MBA). Infrastructure (CompTIA+) or Application (SAP Certification CER006) certification required. CISSP, GIAC, or CompTIA Security+ certification preferred. Membership in Association for Computing Machinery (ACM), Computing Research Association (CRA), IEEE Computer Society, and CompTIA preferred.

Interpersonal Skills

 A significant level of trust and diplomacy is required to be an effective subject matter expert in the position. In-depth dialogues, conversations and explanations with customers, direct and indirect reports and outside vendors of a sensitive and/or highly confidential nature is a normal part of the day-to-day experience. Communications can involve motivating, influencing, educating and/or advising others on matters of significance.

Operational Technical Skills

ITIL (Incident Response, Change Management, Problem Management), Technology Architecture, Process and Controls development, and Vendor Management. Amazon Web Services (AWS), Microsoft Windows, SUSE Linux, SAP S4/HANA, SQL Server, SAP HANA, Microsoft Azure, Office 365, ServiceNow.

  • Problem-solving skills. IT Operations Staff must respond urgently to operational alerts and uncover and fix flaws in computer systems and networks.
  • Analytical skills. IT Operations Staff must carefully study computer systems and networks and assess risks to determine how security policies and protocols can be improved.
  • Detail oriented. Because operational issues and failures can be difficult to identify, troubleshoot, and resolve, IT Operations Staff must pay careful attention to many computer systems and watch for minor changes in performance.
  • Communication skills. IT Operations Staff must explain their work to top executives and give clear instructions to the other IT teams or other departments. The instructions must take complicated and security specific language and communicate what is needed in a manner understandable by those not familiar with security or technology terminology.
  • Decision Making skills. IT Operations Staff must make important decisions about how to leverage and allocate resources and influence teams in order to reach the organizations’ availability goals and limit impact to business goals.
  • Leadership skills. IT Operations Staff must lead and motivate other IT teams or departments so that workers are efficient and effective in the use of technology, achieving high levels of adoption during new technology deployments.

Physical Requirements

Is able to bend, sit, and stand in order to perform primarily sedentary work with limited physical exertion and occasional lifting of up to 10 lbs. Must be capable of climbing / descending stairs in an emergency situation. Must be able to operate routine office equipment including computer terminals and keyboards, telephones, copiers, facsimiles, and calculators. Must be able to routinely perform work on computer for an average of 6-8 hours per day, when necessary. Must be able to work extended hours or travel off site whenever required or requested by management. Must be capable of regular, reliable and timely attendance.

Working Conditions

Must be able to routinely perform work indoors in climate-controlled shared work area with minimal noise.
