SUMMARY OF POSITION
Under general supervision, performs technical tasks in the operation of the wastewater collection and/or stormwater system. Employees in this classification operate basic manhole inspection equipment, utilize GIS maps and possess basic knowledge of a CCTV (Push Camera).

ESSENTIAL DUTIES AND RESPONSIBILITIES 
  • Operates basic manhole inspection equipment.
  • Assists in tracking equipment and materials used to complete paperwork and daily assignments.
  • Speaks with customers and makes competent lateral repair decisions.
  • Independently manage service requests, works orders and inspection within Cityworks. 
  • Prepares work areas and secures job sites by setting up cones, barricades, and other traffic control devices
  • Performs traffic control as needed

  • Requires the ability to perform addition, subtraction, multiplication, and division; ability to calculate decimals and percentages; ability to utilize principles of fractions; ability to interpret graphs.
  • Requires ability to carry out instructions furnished in written, oral, or diagrammatic form. Involves semi-routine standardized work with some latitude for independent judgment concerning choices of action.
  • Requires the ability to exercise the judgment required in situations characterized by repetitive or short cycle operations covered by set procedures or sequences.
  • Requires the ability to perform coordinated movement involving placing and turning motions, such as operating a TV camera for sewer lines, backhoe, Hydro-Excavator and dump truck and trailer, front-end loader, air compressor, gas and electric pumps, and various hand tools. 
  • Requires the ability to work in confined spaces.
  • Requires the ability to communicate clearly and effectively both verbally and in writing.
  • Requires the ability to learn and operate the current Work Order System independently. 
  • Possesses Basic CCTV Knowledge (Push Camera).
  • Skilled in basic navigation and utilization[MH1] of GIS mapping.
  • Ability to work in a team environment; contribute as a team member and treat co-workers, subordinates, and customers with respect.
  • Builds professional relationships with internal staff and customers.
  • Offers flexibility and adaptability, especially during times of change.
  • Communicates effectively both orally and in writing.

Minimum Qualifications

MINIMUM QUALIFICATIONS
Any work related experience resulting in acceptable proficiency levels in the below Minimum Qualifications may be an acceptable substitute.

High School diploma or GED equivalent supplemented by experience with CCTV equipment or any equivalent combination of education, training, and experience. Must possess a valid Texas Class A CDL and have the ability obtain tankers endorsement within 12 months of employment. Must have a Wastewater Collections I license. Must have completed competent person training. Must have completed confined space entry training. Must possess Work Zone Traffic Control/Qualified Flagger certificate.

CONDITIONS OF EMPLOYMENT

  • Must pass a drug screen and background check.
  • Must have a valid Class A commercial Texas Driver’s License.
  • Must obtain the National Incident Merit System (NIMS) certificate IS-100 and IS-700 within 6 months of employment. 
  • During storms or natural disasters, staff will be divided into two 12-hour shifts. During storms or natural disasters, staff may be called in while on vacation. 

Other Qualifications

PHYSICAL DEMANDS
Tasks involve the ability to exert heavy physical effort in heavy work, with greater emphasis on climbing and balancing, but typically also involving some combination of stooping, kneeling, crouching, and crawling, and the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20-50 pounds); may occasionally involve heavier objects and materials (up to 100 pounds). Some tasks require visual and odor perception and discrimination.

WORK ENVIRONMENT
There is limited exposure to environmental conditions. Tasks may require exposure to strong odors and/or smoke, traffic hazards, extreme heat/cold or extreme weather conditions.
