INNOVIM is seeking Budget and Financial Analysts to assist with NOAA’s Office of Satellite and Product Operations (OSPO) Systems Architecture and Engineering tasks and programs.

The program team is to assist managers, and task leads with Project Management in the execution of day-to-day activities as well as long-term planning, needs assessment, situational analysis, program analysis, and financial/budget analysis.

The position will be based the NOAA Satellite Operations Facility (NSOF) 4231 Suitland Road, Suitland, MD 20746;

Analysts will provide Program Management Support to track satellite and ground station command and control performance for product processing and distribution performance reports. These reports are used to showcase new products, projects, rese arch and developments in monthly status reports, budget data calls, front office data calls, and inquiries from Congress as required by DOC, NOAA, and NESDIS;

Candidates will also assist OSPO Corporate Services in providing NOAA/NESDIS Monthly Status briefings of approximately 400 products and program milestones for the following OSPO sites:

NSOF - 4231 Suitland Road, Suitland, MD

SPSD - 5830 University Research Court, College Park, MD

WCDAS - 35663 Chincoteague Road, Wallops Island, VA

FCDAS - 1300 Eisele Rd, Fairbanks, AK

The candidate will be expected to:

  • Track program trending and anomalies from performance reports;
  • Develop project planning documents for new and ongoing programs (e.g. budget data calls), products, and new projects (e.g. OSPO procurements);
  • Develop process documentation for new and existing projects and programs;
  • Support in the development of new and existing standard operating procedures for projects, processes such as creation of presentations for NOAA/NESDIS Monthly Status briefings, how to complete a requisition, submitting a Procurement, Acquisition, and Construction (PAC) request, and submitting requirements for new projects for funding; and assist in prioritizing PAC funding requests from the Office of Common Services (OCS) for sustainment of OSPO equipment nearing end of life and end of maintenance support. PAC funds are used to refresh legacy systems.

Travel is required. The minimum qualifications are:

(1) Bachelor’s degree and five years of management and program analysis experience or (2) nine years of management and program analysis experience.
