The pay for this position is between $235-$265k.
Position Purpose:
The CEO is responsible for all aspects of the operations, administration and success of HCRS. The Board delegates to the CEO responsibility for management and day-to-day operations and the authority to carry out these responsibilities. The CEO will provide the leadership and assume responsibility and accountability for the overall strategic and operational planning of HCRS. This will be carried out in accordance with the direction and policies established by the Board. This position serves as the key representative for HCRS for all major external relationships both at the state and local level.
Principal Responsibilities and Duties:
- Ensures compliance with Federal, State and local laws, accreditations and standards of ethical practice regarding the delivery of quality services.
- Provides direction to the Senior Leadership Team in the development of a Strategic Plan for submission and approval by the Board.
- Commitment to the HCRS Strategic Principles.
- Establishing a culture of collaboration and integration that enhances the provision of excellent service and improved client satisfaction, provides a safe employee and client care environment and supports innovation, creativity and recovery and support services.
- Assures program quality and organizational stability through development and implementation of standards and controls, systems and procedures and regular evaluation.
- Oversees the fiscal activities of the agency including budgeting, reporting and audit.
- Keeps the Board fully informed on the condition of HCRS and on all important factors influencing it.
- Assures a work environment that recruits, retains and supports quality staff. Assures process for selecting, development, motivating, and evaluating staff.
- Helps the Board articulate its own role and accountabilities and that of the committees and individual members, and helps evaluate performance regularly. Works with the Board to fulfill its governance functions and facilitates the optimum performance by the Board, its committees and individual Board members.
- Serves as chief spokesperson for HCRS at the state level and assures proper representation of HCRS at the local level.
- Facilitates the integration of HCRS into the fabric of the community by using effective marketing and communication activities.
- Listens to clients, donors and the community in order to improve services and generate community support. Assures community awareness of HCRS’ response to community needs.
- Establishes strong and appropriate relationships with Board, committees, staff, donors and clients. Develops smooth and constructive relationships with executive colleagues, outside agencies, organizations and individuals.
Scope of Position
- Responsible for the management of an operating budget of approximately $50MM.
- Directly supervises a leadership team of 8-10 and provides leadership to an agency staff of approximately 650 in three diverse operating programs and administrative functions.
- Oversees HCRS’ services to 4,500+ clients in Windham and Windsor Counties.
Key Knowledge, Skills and Abilities to successfully perform this job:
- Demonstrated extensive knowledge from at least fifteen years of experience in the field of community mental health with at least ten years in a senior level position.
- Proven knowledge of and experience in management administration and finance.
- Excellent oral and written communication skills required.
- A high level of interpersonal skills is required to make formal, persuasive presentations to individuals and groups and to deal effectively with people from all segments of the community.
- Individual must be comfortable with diversity and respectful of a wide range of background and experiences.
- Individual must be action and goal oriented, a self-starter, innovative and the ability to translate broad goals into actionable steps.
Relationships:
- Serves as key representative of HCRS at Council Leadership Committee made up of CEO’s of other Designated Agencies.
- Serves as key representative of HCRS at the state level with Commissioners, Directors of Divisions, Vermont Secretary of Health and Human Services, regulators and legislators.
- Works with legislators to promote legislative policies that encourage a financially viable economic environment and healthy community for the field of community mental health.
- Serves as key representative and advocate at the local level as well as ensuring representation by HCRS management and staff in the community to facilitate the integration of HCRS into the fabric of the community.
Qualification Statements
Minimum:
- An advanced degree is required with a minimum of fifteen years prior experience in the field of mental health with at least ten in a senior management position.
- Demonstrated ability to lead a large complex organization.
Preferred:
- Advanced degree in a related field.
- Prior demonstrated leadership experience in the field of mental health.
Working Conditions and Additional Information:
- This is a high-stress position based on full responsibilities for HCRS operations. Handles detailed, complex concepts and problems, balances multiple tasks simultaneously, and makes rapid decisions regarding administrative issues.
- Plans and meets deadlines. Maintains a flexible work schedule to meet the demands of executive management. Hours may be long and irregular.
- The work is usually done in an office environment.
- Position requires frequent car trips to other parts of the state.
- Position may receive emergency/high priority calls after normal business hours.
- Physical demands are representative of those that must be met to successfully perform the essential function of this job: While performing the duties of this job, the employee is regularly required to sit, walk, stand, talk and hear. The employee may occasionally lift and/or move 25 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus.
