About the Department

The City of Bend is looking for one (1) regular, full-time position in the Supervisory Control and Data Acquisition (SCADA) Support Series in the Information Technology Department. The SCADA Support Series will focus on fresh water and wastewater systems throughout the city. This is an hourly, non-exempt (overtime eligible) position represented by the City of Bend Employee Association (COBEA). This recruitment is seeking a SCADA Controls System Technician or a SCADA Controls System Administrator, as defined below. Candidates will qualify for either the Technician or Administrator level classification depending on the amount of similar and/or relevant experience the candidate possesses. 

The SCADA Support Series is a highly technical position that includes the administration of the main SCADA and all third-party applications that work together to form an intricate control system. Along with these duties, the SCADA Support Series is also the primary position in charge of all radio and microwave communications throughout the water system working closely with the network team to ensure network continuity for all plant and remote site operations.

As the SCADA Technician or Administrator, you can expect to be involved in many projects throughout the city to include participation in the design and implementation process. The City currently has multiple projects in place to enhance growth and upgrade current systems. Troubleshooting issues and providing support to Water Services operators and support staff will also be high on the list of services provided to ensure no disruptions of service. The importance of this position cannot be understated as it will be overseeing one of the most critical systems in the city.

Position Duties

The following duties are a sample of major duties performed in this role and not intended to be an exhaustive list.

  • Administer the SCADA system and third-party related applications.
  • Ensure continued network services from remote water sites throughout the city.
  • Work with instrument techs and water operators to troubleshoot issues.
  • Provide insight and direction for new projects and system enhancements.
  • Create and ensure documentation is current and reflects current systems.
  • Provide historical reporting to different groups throughout the city.
  • Provide on-call services to ensure system integrity.

Minimum Qualifications

This position involves regular collaboration with a wide range of departments and teams across the city, requiring the ability to communicate effectively with individuals who possess varying levels of technical expertise. Strong interpersonal and teamwork skills are essential, as the role often involves working closely with others to ensure systems are integrated and functioning smoothly. The ideal candidate will be able to convey complex technical information in an accessible manner, contribute positively to group efforts, and adapt to different working styles. Additionally, due to the technical demands of the position, advanced problem-solving and troubleshooting abilities are highly valuable and will contribute significantly to the success of the individual in this role.  

We are looking for someone who will bring skills in:

  • SCADA system control experience
  • Network Experience
  • Radio Communications experience
  • System Application experience

Minimum Qualifications:
SCADA System Control Technician
  • Associate’s degree; AND
  • At least 2 years' experience operating within a SCADA system; OR
  • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
SCADA System Control Administrator
  • Associate’s degree; AND
  • At least 5 years' experience operating within a SCADA system; OR
  • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
Required Licenses & Certifications:
  • Current and valid Driver's license per City policies outlined in the Employee Handbook
  • FCC General Radiotelephone Operator's License or the ability to obtain within first 12 months of employment
Desired (but not required) Attributes:
  • Network Certifications
  • SCADA System certifications
  • Electrical experience
  • Water and Wastewater plant experience

Anticipated Interview Schedule: Initial interviews for those invited to interview are anticipated to be scheduled for the week of November 3rd. If invited to continue in the interview process, candidates can expect in-person panel interviews to be scheduled for the week of November 10th.
