As Senior Regulatory Counsel, you’ll provide expert legal guidance to support the Commission’s licensing and regulation of state-sanctioned gaming enterprises, including sports wagering and pari-mutuel wagering. Your work will be instrumental in upholding compliance with laws and Commission rules, mitigating legal risk, and driving forward the agency’s regulatory mission.

Embedded within the Regulated Gaming Division and maintaining a strategic “dotted line” relationship with the Chief Legal Officer, you’ll operate both independently and as a trusted legal partner across teams. This is a high-impact position for a seasoned attorney who thrives in a fast-evolving regulatory landscape and is passionate about shaping the future of lawful gaming in North Carolina.

Responsibilities: 

  • Advise on regulatory responsibilities, statutory implementation, licensing, licensee conduct, compliance reviews, investigations, enforcement, audits, and consumer disputes.
  • Conduct legal research and provide guidance on gaming laws, rulings, and regulatory issues.
  • Review license applications for sufficiency, suitability, and compliance with law and Commission rules.
  • Provide legal review of compliance cases, investigations, and audits; evaluate evidence and recommend action.
  • Negotiate and draft settlement agreements; prepare notices of hearing; prosecute administrative violations of the State Lottery Act and Commission rules before hearing officers, the Regulated Gaming Committee, and the Commission; coordinate with Department of Justice counsel as needed.
  • Develop and maintain compliance policies, procedures, and risk mitigation strategies.
  • Coordinate rulemaking processes in a manner consistent with Commission policy. 
  • Research, draft, and formalize rule proposals for Commission review and action; assist with reviewing public comments.
  • Advise Commissioners and leadership on legal and policy implications of rules and proposed rules.
  • Collaborate with cross-functional agency teams on special legal projects designed to ensure compliance with applicable laws; mitigate legal risks; and ensure that the agency remains well-positioned within fast-changing lottery and gaming industries. 
  • Provide periodic reports to the Chief Legal Officer and Legal Department regarding emergent and on-going regulatory legal matters.
  • Draft and negotiate major vendor contracts and agreements with other state agencies.
  • Conduct legal research to analyze issues concerning lottery games and authorized wagering; provide clear and concise work product and explanations to support timely resolution of questions and matters. 
  • Evaluate and fulfill public records requests.
  • Monitor legislation, assist with corporate governance compliance, and support litigation management.
  • Provide legal support to lottery operations, as assigned. 

 Requirements: 

  • 7-10 years of legal experience, preferably with a regulatory agency, licensing board, law firm or in-house role; gaming industry experience is a plus, but not a prerequisite.
  • Ability to develop and implement legal strategy and objectives. 
  • Strong knowledge of administrative law, regulatory processes, and state/federal statutes.
  • Proven ability to anticipate and address legal and regulatory risks.
  • Excellent legal research, analysis, writing, and communication skills; ability to write clearly, concisely, and effectively.
  • Experience with the intersection of technology and law, including privacy and cybersecurity, is preferred.
  • Demonstrated integrity, sound judgment, and professionalism. 
  • Ability to work independently, complete all tasks timely and accurately, and prioritize and manage multiple assignments.
  • Exceptional interpersonal skills; able to collaborate across all organizational levels. 

 Certifications and Licenses:

  • Juris-Doctor Degree from an accredited law school.
  • License to practice law in the State of North Carolina, or if licensed in another state, eligible to obtain licensure via comity from the NC State Bar within one (1) year of hire.
  • Valid Driver's License is preferred.

 

Hiring Range: $109,490 - $140,000 (depending on experience)

 

North Carolina residency required; this position may be eligible for partial telework.
