Job Summary: The Facilities Director is responsible for the physical facilities operations of all Bethesda buildings and grounds, utilities, energy management, and safety/security systems to ensure safe, healthy, and comfortable environment for the Bethesda community.


Job Relationships:

A. Reports to: VP of Operations

B. Interrelationships with all Department Directors.

C. Supervisory responsibilities (or internal contacts): Maintenance department.

D. Internal relationships: All staff

E. External relationships: Vendors, suppliers, contractors, and service providers.


Hours of Work: Full-time salaried position (80 hours per pay period)

Dress Code: Business attire reflecting a professional image and identification name badge.


Essential Requirements of Work: (Minimum qualifications necessary to function at full productivity.)

1. Education and Training:

a. High school graduate

b. Obtain and maintain boiler license

c. Obtain and maintain Certified Pool Operator (CPO) certification

d. Obtain and maintain other certifications as necessary

2. Experience: Practical experience and a thorough understanding and appreciation for the dynamics of environmental services management.

3. Personal:

a. Excellent oral and written communication skills.

b. Ability to adapt to differing customer demands.

c. Ability to enforce requirements and regulations despite resistance.

d. Ability to promote teamwork among a diverse staff.

4. Job Knowledge (specific):

a. Basic safety procedures and chemical properties of cleaning products.

b. Budgetary practices.

c. Inventory controls.

d. Federal and state regulations (including OSHA requirements) as pertains to nursing facilities and housing complexes.


Physical Demands of the Job:

1. Lift weights of 50-70 pounds frequently.

2. Repeated bending, squatting, and stooping.

3. Prolonged walking and standing.

4. Prolonged climbing rungs and step ladders.

5. Occasional pushing/pulling movements of weights up to 100 pounds.

6. Working both inside and outside the building. Outside may involve temperature extremes.


Mental Demands of the Job:

Independent Action – required on a continual basis making financial decisions, personnel decisions, and work process decisions.

Effect of Error – cost overruns, inadequate supplies reducing quality of care, and unclean and potentially unsafe environment.


Principle Job Responsibilities:

Responsibility: Ensure buildings and grounds meet regulatory requirements and Bethesda’s standard for appearance.

Tasks:

1. Schedule regular walk throughs with facility directors to identify areas for improvement.

2. Ensure preventative maintenance is being followed at all locations.

3. Tour State Fire Marshals for all regulatory surveys.

4. Lead interior space planning with department directors to optimize space utilization while accommodating growth.

5. Work directly with insurance companies on any physical damage to buildings due to weather.

6. Bid contractors for ongoing campus updates including parking lots, siding, and roofing.

7. Install new equipment.

8. Oversee plumbing, electrical, HVAC, elevators, and electrical systems.

9. Determine actions to be taken for major repairs.


Responsibility: Lead the organization in construction projects and growth.

Tasks:

1. Work in conjunction with contractors and architects to review and develop plans.

2. Ensure construction plans meet the requirements of the State of MN, working directly with representatives to ensure compliance.

3. Participate in weekly site visits.

4. Actively participate in daily construction calls.

5. Review and negotiate bids from contractors.

6. Create punch lists and review with contractors.

7. Conduct regular progress walk-throughs throughout construction process.

8. Communicate performance expectations and any concerns with program manager, ensuring contractor efficiency and quality.

9. Ensure new buildings are equipped with necessary equipment and supplies.

10. Make certain that new buildings are in condition to meet state guidelines to successfully open within goal timelines.

11. Coordinate necessary departmental meetings to communicate construction changes as well as gathering necessary input as needed.

12. Collaborate with Administration to discuss operations and workflow in relation to construction and the physical building.


Responsibility: Meet or exceed all requirements of service within the Maintenance department.

Tasks:

1. Direct and monitor the performance of Maintenance staff serving all buildings in order to provide a physical plant kept in continuous state of good repair to promote the health, comfort, safety, and well-being of the residents.

a. Establish a preventive and routine maintenance program.

b. Ensure grounds maintenance done on a timely basis providing an attractive, well-trimmed appearance.

c. Monitor daily maintenance tasks.

d. Devise and maintain work schedules ensuring appropriate staffing patterns.

e. Do performance evaluations

f. Monitor use of maintenance supplies.


Responsibility: Provide oversight and support for environmental services for all Bethesda entities.

Tasks:

1. Provide coaching to Environmental Services leadership.

2. Implement processes to maximize quality of environmental services while ensuring efficiency.

3. Review maintenance department ticket logs and response times.

4. Seek out new products and equipment to better meet needs.

5. Oversee the process for on-going inventory of supplies for each building, ensuring sufficient inventory of all supplies purchased at competitive prices measured by quantity and value.

6. Manage system to maintain record of order dates, costs, delivery dates, warranties, and repairs. Track supply costs for each entity.

7. Practice cost containment through competitive bidding and market analysis.

8. Forecast and assist with redecorating projects.

9. Perform cost analysis on outsourcing of services, and find creative ways for services to be performed in-house when possible.

10. Maintain positive relationships with vendors.


Responsibility: Monitor a safe and secure environment for all campuses.

Tasks:

1. Facilitate monthly safety committee meetings.

2. Oversee MSDS books and logs are updated, implementing processes that are most effective in keeping this information updated.

3. Work with leadership on Emergency Preparedness procedures and education.

4. Manage security systems including cameras and alarm systems.

5. Oversee snow and ice removal systems for all campuses.

6. Ensure working environment meets OSHA standards.


Responsibility: Lead staff as an example of excellence in meeting work requirements.

Tasks:

1. Report to work, accept, and complete assignments as scheduled.

a. Report for and leave the work area on a timely basis at all times.

b. Communicate schedule changes to supervisor.

c. Complete all work assignments within a specified time frame.

2. Follow all Bethesda policies and procedures.

a. Be familiar with and obey all legislative laws regarding resident rights and vulnerability.

b. Report all work-related injuries.

c. Maintain up-to-date knowledge of job responsibilities.

d. Ensure compliance with all licensure regulations.

e. Participate in annual performance evaluation process.

3. Prepare and submit proposed departmental budget on a timely basis.

a. Include projected costs for supplies, equipment needs, and personnel.

b. Ensure budgetary compliance in all spending decisions.

4. Coordinate all departmental services with other departments to meet organizational goals of cooperation and cross-functioning work teams.

5. Conduct regular staff meetings.

6. Establish and enforce all departmental and organizational policies.

7. Monitor and ensure compliance with all federal and state regulations.
