About the Department

The Temp Municipal Court Marshal position is a temporary part-time non-exempt position limited to 1300 hours annually. The Marshal is a law enforcement officer who is situated in the courtroom to maintain order and provide security.  The Temp Municipal Court Marshal shall act under the direction and supervision of the Municipal Court Judge.

This job description is an overview and is intended to describe the general nature of the internship. It is not intended to be an exhaustive list of all the functions and tasks required of the position.   

Position Duties

ESSENTIAL FUNCTIONS:

  • Maintains order, decorum, and security at the courthouse and in the courtroom
  • Restrains and escorts persons out of court upon the judge's directive, or as necessary, and detains persons held in contempt of court
  • Calls for law enforcement assistance as needed
  • Detains, supervises, and maintains control over defendants waiting for transport to the county jail
  • Transports prisoners
  • Executes arrest warrants within the Municipal Court and its grounds
  • Executes Municipal Court arrest warrants within the municipal limits
  • Serves legal process issued by the Municipal Court within the municipal limits
  • Monitors Court lobby and maintains security
  • Supervises the jury and individual jurors as necessary
  • Delivers warrants, subpoenas, and other documents to Police Department as needed
  • Completes incident and police-type reports
  • May perform clerical support duties as needed
  • Performs other tasks as assigned

PHYSICAL REQUIREMENTS: Below are the physical standards an employee must meet in order to perform the essential job duties with or without a reasonable accommodation:

  • Ability to lift, carry, push, and/or pull objects weighing up to 50 lbs
  • The ability to sit or stand in one location for long periods of time 
  • Frequent use of visual and auditory acuity for a broad continuum of essential activities including but not limited to reading documents, searching for evidence, and hearing and understanding speech
  • Hear and distinguish between multiple levels of sounds, frequencies, tones, and tones of voice
  • Speak clearly with good diction and appropriate volume level
  • Ability to effectively operate telephone and computer equipment
  • Ability to communicate with customers and employees by phone or in person, and work with written documents and forms to respond to employees/customers
  • Frequent light- and firm-grasp hand manipulation and handling needed for keyboard use, vehicle operation, and radio operation

Minimum Qualifications

  • Understand and follow oral and written instructions
  • Ability to solve practical problems and deal with a variety of variables in emergency and non-emergency situations
  • Ability to exercise appropriate discretion during interactions with citizens appearing in court
  • Ability to exercise compassion and empathy while applying appropriate safety precautions in potentially stressful situations
  • Determine the advisability of calling for assistance from Pueblo Police Department
  • Successfully complete all required trainings
  • Learn and understand a variety of municipal court policies and procedures
  • Maintain effective working relationships with City staff
  • Interact and work effectively and courteously with people from varying social, cultural, and economic backgrounds
  • Perform duties with professionalism and composure
  • Perform general clerical duties including but not limited to typing, data entry, and photocopying
  • Ability to work a flexible 25 hours workweek with the possibility of occasional nights and/or weekends
  • Respond to work schedule changes with very short notice
  • Keep focused and on task without outside interruptions
  • Communicate effectively both verbally and in writing
  • Ability to maintain high level of confidentiality
  • Ability to wear duty equipment 
  • Ability to patrol Municipal Court premises on foot
  • Ability to participate in firearms and other law enforcement officer trainings
  • Ability to perform all job duties in a safe manner

Other Qualifications

In addition to the knowledge, skills and abilities listed above, this position requires the following:

  • A high school diploma, GED or higher education (associate’s degree or higher preferred)
  • Basic first aid, CPR, and AED certification or ability to obtain within 6 months of employment
  • Certification of proficiency for use of a firearm
  • Be POST certified in Colorado
  • A valid driver’s license at the time of application, and a valid Colorado driver’s license within 30 days of employment
    • License restrictions that may hinder your ability to drive on City business, such as an interlock, will be cause for disqualification 
    • During the course of employment, a valid license must be maintained, and the employee must notify the City immediately upon changes to the status of their license

SPECIAL CONDITIONS OF EMPLOYMENT: 

Must be legally authorized to work in the United States. 

Interactions may result in decisions regarding the implementation of policies. Contact may involve support of controversial positions or the negotiation of sensitive issues or important presentations. Contacts may involve stressful, negative interactions with the public requiring high levels of tact and the ability to respond to aggressive interpersonal interactions. 

All required licenses and certifications listed above must be maintained throughout the term of employment.   Failure to obtain or maintain licenses and certifications in addition to keeping the required knowledge, skills, and abilities listed for this position may result in demotion or termination.  

Due to Federal and State Criminal Justice System access requirements, classifications that access and maintain criminal justice information may also be required, as a condition of employment, to not have been convicted of and/or have pending charges of a felony or misdemeanor crime that would deny or otherwise restrict access to criminal justice information.  This requirement applies to all existing City employees as well as external candidates seeking to fill positions that meet the given criteria.
