MINIMUM QUALIFICATIONS:

  • Two (2) years of post-secondary education in civil engineering technology, construction management, or related field. 
  • Four (4) years of experience in construction and/or office technical engineering work.
  • Must possess a valid driver's license and be able to drive in the state of Minnesota.
OR 
  • Any satisfactory equivalent combination of education, training, and experience that demonstrates the knowledge, skills, and abilities to perform the duties of the job proficiently may be substituted for the above requirements.
Nature of Work:
This position performs technical, administrative office, customer service, and field construction work, and is responsible for preparing plans and specifications; processing preliminary survey data to be used in construction plan preparation, inspecting/project managing infrastructure projects in their construction phase; and preparing preliminary survey data to be used on construction plan preparation.

Position Duties

PRIMARY ESSENTIAL WORK FUNCTIONS:

  • Processes preliminary survey data to be used in construction plan preparation.
  • Assists in recording "before and after" conditions of reconstruction projects using video and still photography.
  • Maintains as-built data from city projects.
  • Safely performs field inspections of contract construction of street, water and sewer structures and facilities.
  • Estimates quantities for construction and repair projects.
  • Maintains control records over construction, demolition, or reconstruction projects.
  • Writes resolutions and proposed ordinances relating to funding applications.
  • Maintains records of city utilities infrastructure (water, sanitary, sewer, storm sewer) in a CAD/GIS environment.
  • Operates total station, GPS Rover and level.
  • Calculates frontage, driveway, sewer, and water rates for each parcel on street projects.
  • Creates, manages, and closes out files for all street projects.
  • Safely performs materials testing of concrete, asphalt, and other construction materials, including air entrapment, slump tests, strength, densities, temperatures and similar field and plant tests. 
  • Records field notes and reports on progress or upon completion.
  • Daily coordination with contract engineering firm (on-site Engineering Technician) to maintain current construction schedule and to stay up to date on project issues.
  • Provides customer service for residents living in city project areas.
  • Responds to any applicable inquiries that residents and the general public may have during the course of city projects (such as, home access, garbage, temporary water service, mail coordination, etc.).
  • Coordinates with refuse companies, utility companies, delivery companies, and United States Postal Service during City projects so they can continue to provide uninterrupted service to our residents.

  • Gathers and maintains in-place sewer and water service information observed in the field to submit to plumbing inspector.
  • Gathers and maintains measurements on assessable items (sewer and water services, driveways, extra work performed by contractors for the resident, etc.)
  • Obtains project as-built data from contract engineering firm Engineering Technician and archives it.
  • Pulls as-builts from city archives to provide to contract engineering firm in advance of projects.
  • Keeps design standards current and provides information and assistance to city consultants as it applies to city construction projects. 
  • Supports survey crew with preliminary and construction surveys using various engineering software (i.e., Civil 3D) 
  • Supplies information to consultants and private surveyors based on the county coordinate system and relays the information to survey crews. 
  • Troubleshoots project plans and layouts prior to construction, and supplies survey crew with data needed for construction stake out in a timely manner.
  • Oversees a field party on construction, property location, or other survey work.
  • Locates boundaries and property lines and records topography and lays out construction surveys.
  • Keeps field notes and makes sketches and computations.
  • Trains and instructs survey party members in the correct use of survey equipment and instruments.
  • Calculates assessments including writing legal descriptions of property.  
Communicates With: 
Internally – Construction Management and Facilities Services, Infrastructure, Public Works-Operations, Finance, Information Technology, Customer Service, Utility Billing, Community Development, and Public Information Departments, as well as other departments as necessary. 

Externally – General public contractors, Blue Earth County, Minnesota Department of Transportation (MnDOT), consultants, private utility companies, property owners, and community members

Supervision:  Non-supervisory

Minimum Qualifications

CONDITIONS OF EMPLOYMENT:

  • Must possess a valid driver's license and be able to drive in the state of Minnesota.
  • Satisfactory completion of a pre-employment background examination, pre-employment assessment, physical examination, and drug test.
  • Mobility to work around field construction sites, climb ladders, and access aerial, buried, and surface construction improvements and facilities for inspection.
  • Must possess a valid driver's license and be able to drive in the state of Minnesota.
  • Must possess, or obtain within one year of employment, MnDOT Certifications for Aggregate Production, Grading and Base, Bituminous Street and Concrete Field.
  • Must meet expectations of the work functions and knowledge, skills, and abilities for the position.
  • Must comply with organizational and departmental policies.
  • Must comply with data practices policies and standards relative to not public data. Any access to not public data should be strictly limited to accessing the data that are necessary to fulfill the employment responsibility. While data are being accessed, incumbent should take reasonable measures to ensure the not public data are not accessed by individuals without a work reason. Once the work reason to access the data is reasonably finished the not public data must be properly stored according to city policy and the Minnesota Statutes.
  • SafetSensitive Notice. This is a safety sensitive position which requires cannabis pre-employment drug testing. Safety sensitive position means a job, in which an impairment caused by drug, alcohol or cannabis usage would threaten the health and safety of any person.

Other Qualifications

General working hours are Monday-Friday from 7:00 a.m. - 3:30 p.m. Evening, weekend, and overtime hours may be required as necessary.
