MINIMUM QUALIFICATIONS:
- High School Diploma/GED is required.
- One (1) year experience working in right-of-way activities or related fields, such as road construction, surveying, permitting, or general construction.
- Must possess a valid Minnesota Class D (standard) driver's license and be able to drive.
- Any satisfactory equivalent combination of education, training, and experience that demonstrates the knowledge, skills, and abilities to perform the duties of the job proficiently may be substituted for the above requirements.
Under the direction of the Environmental Sustainability Coordinator, the Right-of-Way Technician monitors activities occurring in public rights-of-way; provides information for proper utilization of public streets and rights-of-way; conducts inspections and coordinates right-of-way and obstruction permits, and annual registration of contractors; enforces city sidewalk ordinances; responds to complaints of illegal activities in the public right-of-way; and manages the street cut and restoration monitoring program related to excavations in easements and street rights-of-way.

Position Duties
PRIMARY ESSENTIAL WORK FUNCTIONS:
- Provides information for proper utilization of public streets and rights-of-way, including utility easements, to other City staff, contractors, other governmental agencies (such as Blue Earth County and MN Department of Transportation), utility companies, and the general public. Information is provided in a variety of formats, i.e., in person, by telephone, email, letters, memos, etc.
- Coordinates the obstruction permit process.
- Coordinates the annual right-of-way registration process for contractors.
- Conducts safe sidewalk program inspections, including sidewalk, curb, and pavement conditions; coordinates activities associated with replacement of condemned sidewalks; and calculates costs for sidewalk replacements and street excavations.
- Assists in management of the street cut and restoration monitoring program related to right-of-way excavations, both in easements and street rights-of-way (Chapter 14, ARTICLE II. - RIGHT-OF-WAY MANAGEMENT); and performs follow-up inspections of work done.
- Notifies the contracted City Engineer of any non-conforming work which needs review and/or corrective action such as right-of-way excavations, traffic plans, curb cuts, etc. to ensure the city remains compliant with design standards.
- Presents the right-of-way compliance portion of the annual contractor's meeting.
- Responds to complaints of illegal activities in the right-of-way, such as encroachments (i.e., signs, fences, sub pumps, etc.).
- Enforces city sidewalk snow/ice removal ordinances and provides for clearing of snow/ice if property owner does not comply with removal order.
- Issues notices, orders, and administrative penalties as needed to compel compliance with right-of-way regulations.
- Coordinates billings to property owners and payment to contractors for snow removal and sidewalk replacement work performed.
- Prepares for issuance of excavation permits and licenses to encroach in the right-of-way in coordination with contracted Engineering staff and/or City of Mankato Construction Management Division.
- Registers excavation contractors (per Chapter 14, ARTICLE II. - RIGHT-OF-WAY MANAGEMENT).
- Assists the Natural Resources Specialist and Environmental Compliance Specialist in assigned work duties.
- Assists other City departments with compliance issues when needed.

Minimum Qualifications
CONDITIONS OF EMPLOYMENT:
- Must possess a valid license to drive in the state of Minnesota and be able to drive.
- Must comply with organizational and departmental policies.
- Must successfully complete a background examination, pre-employment assessment, physical, and drug test.
- Must comply with data practices policies and standards relative to not public data. Any access to not public data should be strictly limited to accessing the data that are necessary to fulfill the employment responsibility. While data are being accessed, incumbent should take reasonable measures to ensure the not public data are not accessed by individuals without a work reason. Once the work reason to access the data is reasonably finished the not public data must be properly stored according to city policy and the Minnesota Statutes.
- Safety Sensitive Notice. This is a safety sensitive position which requires cannabis pre-employment drug testing. Safety sensitive position means a job in which an impairment caused by drug, alcohol, or cannabis usage would threaten the health and safety of any person.
Other Qualifications
General working hours are Monday through Friday, 7:00 a.m. to 3:30 p.m., and evening, weekend, holidays, and outside of regular hours as necessary. Must have the ability to field calls after hours as needed.
